Job Description

SUMMARY:

 Supervises the daily operations of the Streets maintenance section, responsible for the construction, maintenance and repair of City streets, thoroughfares, and bridges; and the daily operations of the traffic control/brush truck-sweeper section, responsible for placement of all pavement and curb markings, traffic or non-traffic signage and the cleanliness of City streets through brush removal and sweeping.

ESSENTIAL DUTIES AND RESPONSIBILITIES

 Include the following

  • Initiate and maintain street and bridge inventory and maintenance system
  • Develops goals and work plans for the branch
  • Plans and executes project schedules
  • Prepares the annual budget for the branch
  • Works together with Department personnel and representatives of other organizations in developing plans, projects, and programs in order to improve City functions and quality of life for its Citizens
  • Solicits quotes and prices for materials purchased
  • Designs street maintenance actions and prepares maintenance priorities
  • Schedules and makes crew assignments
  • Oversees field operations of work crews; evaluates work habits and conduct
  • Maintains work records of time worked for employees supervised and prepares reports
  • Participates in all street division operations as necessary
  • Initiate and maintain traffic sign and pavement marking inventory and maintenance system
  • Responsible for instructing personnel in the various phases of work tasks in the Streets Branch.
  • Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES

 Supervise 3 or more employees in the Streets Branch of the Public Works Department. Responsible for the overall direction, coordination, and evaluation of the Branch

  • Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. 

QUALIFICATION REQUIREMENTS

 Performs each essential duty satisfactorily. This individual must exercise a high degree of independent thought and action to accomplish the many complex contractual actions in a multi-tasking environment. 

EDUCATION AND/OR EXPERIENCE
  • Graduation from high school or acceptable equivalent (i.e. GED) is required.
  • College courses in engineering and street construction preferred.
  • Considerable experience in street construction including supervisory experience.
  • Experience in project management to include budgeting and planning preferred.
  • A combination of experience and education will be considered on an equal basis.
COMPUTER

 Computer related skills as related to development of simple spreadsheets and databases are desirable. 

LANGUAGE SKILLS

 Ability to follow oral and/or written instructions and interpret plans and sketches. Ability to plan, organize and instruct employees on all job-related tasks. Ability to prepare and maintain routine work records and reports. 

REASONING ABILITY

 Ability to implement and understand work hazards and applicable safety measures. Ability to deal with nonverbal symbols. Ability to deal with abstract and concrete concepts. Identify and evaluate machine functions. Ability to deal with all functions of the Street Division. The individual exercises initiative, resourcefulness, and experienced judgment in interpreting and applying guidelines as well as developing and recommending solutions to problems that are unique and outside the scope of current written guidelines. 

CERT FICATIONS, LICENSES, REGISTRATIONS

 Must maintain a valid commercial operator’s license. Applicant must have a valid social security number. Non-US Citizens must possess all proper visas and documentation. t

  • This job requires occasional lifting and/or moving up to 50 pounds or more.

Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

  • While performing the duties of this job, the employee regularly works near moving mechanical parts, fumes or airborne particles and vibrations from equipment.
  • May be required to work in all weather conditions and all elements anytime day or night. Employee may encounter loud noises such as jackhammers or large earth moving equipment
  • This individual may also be required to frequently work in an office setting where they are required to sit at a desk, have face to face interactions with others, and operate a telephone and desktop computer.
  • Must be capable of handling distractions and interruptions.
