General Statement of Job:
This Director of Facilities Management position with Lenoir County Public Schools is a senior-level leadership role managing and leading all aspects of facilities and other properties owned or leased by Lenoir County Public Schools. This is a high-level management position designed for principals or directors in other areas to advance to senior-level leadership helping to lead the whole
school system.
Qualifications and Experience:
Bachelor’s Degree in business administration, public administration, facilities management, or a related field (preferred qualification)
Eight years of supervisory or management experience in complex maintenance, project management, or a related field, supervising highly technical areas of responsibility with a thorough knowledge of construction or building maintenance (preferred qualification)
Other qualifications as the Superintendent deems necessary

The Director of Facilities Management will be responsible for the following:
Leading the strategic planning for the effective maintenance of current facilities and planning for new facilities.
Working with the executive management team daily to manage all aspects of the daily operations of LCPS facilities.
Managing LCPS facilities team by developing and implementing professional growth. opportunities, a mentoring framework, and a general job succession plan for the LCPS facilities team.
Building a collaborative and supportive “team” culture of collaboration among members of the LCPS facilities team.
Developing and maintaining a prioritized list of facilities needs to address existing concerns and to maximize existing resources.
Reporting to the Superintendent and Assistant Superintendent progress and effectiveness of facilities management efforts.
Working to develop a strategic plan for facilities management and development that will yield the greatest possible benefit from our multi-million dollar facilities.
Working directly with stakeholders including principals, directors, teachers, other staff members, county commissioners, school board members and others to build and maintain support and advocacy for facilities improvements.
Making regular presentations to the LCPS Board of Education, to LCPS principals, to Lenoir County Board of Commissioners, and other community stakeholders about LCPS facilities
This individual, under limited general guidance, performs responsible supervisory, budget execution, technical overview, logistical execution and administrative work in coordinating and directing the maintenance activities of the Maintenance Department. Work involves developing, implementing, coordinating, directing and supervising the maintenance of school system buildings, grounds, and equipment; overseeing all repair and preventive maintenance work on buildings and all associated building systems. Monitoring work performed by contractors for repairs and services. Director reports to the Superintendent.
Specific Duties and Responsibilities:
Ensures timely responsiveness of all maintenance services for all schools within the Lenoir County Public School System at all times, including nights and holidays
Plan, develop, and execute the maintenance programs using the best technical information and industrial techniques available Maintain and repair all buildings and grounds in a safe manner, guaranteeing the safety of all students, employees, and visitors at all times Directly supervise the day-to-day activities of the Maintenance Department and subordinate employees in the Maintenance Department; develop and implement long range planning Prepare and present oral and written reports to superiors, other departments, school officials;
prepare and present annual maintenance budget proposal
Evaluate and create reports regarding the condition of buildings and sites, recommending improvements or modifications as necessary; evaluate and recommend methods to optimize usage of available space; coordinate and supervise studies that estimate future enrollment and the impact on school facilities
Coordinate the development of the school system’s long-range facilities plan; develop and monitor facility standards to meet program need; coordinate and supervise the preparation of specifications; estimate the cost of proposed construction projects; estimate the cash flow requirements for proposed and ongoing projects Screen, select, interview, and recommend qualified applicants for all positions within the department Evaluate and record personnel performance; review all personnel performance evaluation of the Maintenance Department; administer discipline and conduct personnel grievance hearings Initiate the preparation of plans and specifications suitable for bidding; monitor to completion the work of contractors performing routine, non-routine, and extraordinary work; perform final review of work performed
Direct the overall technical training activities for maintenance personnel Prepare and develop new procedures or standards for the maintenance staff for the purpose of increasing safety, productivity, efficiency and improving the technical application of service while reducing cost and improving service to residents.
Determine material usage, establish stock levels, and establish sources for purchasing stock required by the department related to all maintenance functions and trades Prepare purchase requisitions; countersign requisitions prepared by others; approve emergency purchases on blanket orders Review all invoices for completeness, appropriateness and cost effectiveness; certify for payment all invoices for services and materials for the department

Thorough knowledge of local, state and federal regulations, policies and procedures regarding all maintenance functions, including contracting and purchasing Considerable knowledge of modern industrial techniques Considerable knowledge of the methods and procedures used in preparing bid specifications Considerable knowledge of the formal and informal bid processes. Considerable knowledge of state and school system rules, regulations and laws regarding purchasing Ability to monitor and review contract work for quality Ability to effectively express ideas orally and in writing Ability to develop and implement department policies and procedures Considerable knowledge of the principles of supervision, organization and administration Ability to establish and maintain effective working relationships as necessitated by work assignments
Energy Management:
Thorough knowledge of HVAC, electrical and plumbing systems and the processes of efficient energy Thorough knowledge of automatic control systems for buildings including remote building monitoring and operation Knowledge of building, fire and life safety codes Knowledge of OSHA regulations Ability to utilize energy management control systems efficiently and train and direct others in the proper operation and utilization of systems Ability to analyze utility reports to identify energy or cost saving opportunities Ability to maintain, manage and prepare reports and records Ability to train staff Ability to communicate clearly and concisely, both orally and in writing Proficiency in energy management related software Proficiency in energy cost calculations
