POSTING-Only temporary or permanent NCDOT employees or layoff candidates with the NC Department of Transportation eligible for RIF priority reemployment consideration as described by GS 126 may apply.•This position will be part of the Division 5 Maintenance Operations Support Team whose purpose is to support field units in the delivery of the Highway Maintenance Improvement Program (HMIP), Roadway Maintenance Improvement Program(RMIP) and other maintenance and operations programs through the development and delivery of contracts. This position will assist in the delivery of the HMIP, RMIP, and general maintenance and operations activities by assisting field units in the development of plans, preparation of estimates and packages for contracts utilizing DOT forces, Contract Engineering Inspection (CEI) personnel, General Engineering Services Contractors (GESC) and On-call Engineering Services Contractors to ensure effective program delivery. This will be accomplished through the following: Contract Development and Administration for Maintenance Contracts. This includes developing plans, quantities, engineers’ estimates and proposals for unit specific or division wide maintenance contracts. Assist County Maintenance Engineers, Bridge Engineers, Traffic Engineers, and Roadside Engineer in scoping contracts to achieve goals established in the HMIP, RMIP, and STIP and for other maintenance activities. Contracts will include Interstate Maintenance, resurfacing, pavement preservation, vegetation management, various locations paving, various locations concrete, plant bed maintenance, curb ramp replacement, specialty drainage, marking and re-lensing projects, bridge maintenance, culvert replacement, and other maintenance contracts as required. Supervise DOT and CEI Engineers and Technicians in the development and delivery of Maintenance and Operations contracts. Negotiate scope of work and manage GESC and on-call engineering services to deliver routine and emergency contract documents. Use SAP, AMS and other department software to ensure goals are met. Provide reports to Maintenance Operations Units to assist in planning. Evaluate Unit Costs to ensure compliance with state and regional targets. Assist with maintaining the HMIP and RMIP to ensure that goals are met. Monitor spending plans of Maintenance Operations Units to ensure targets are met and not exceeded. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: Experience in administering contracts
Experience in the use of professional engineering skills and knowledge to troubleshoot and solve highway maintenance problems
Working knowledge of the GIS system
Working knowledge and skill in the use of computer equipment, software and mathematical functions
