Primary Purpose of Position:
The Division of Parks and Recreation (DPR) is looking for a Time Limited Maintenance/Construction Project Manager I to manage capital improvement projects as assigned, in our State Parks. The role is based on a design management process which requires an understanding of fundamental principles, practices of engineering, architecture, sustainable & green construction practices, and cost estimation. The selected candidate must work independently with minimal level of supervision on complex projects. Key Responsibilities include but are not limited to: Provide technical support and consultation for capital improvement projects for various facilities, systems and equipment. Review plans (schematic to working drawings) and specifications by designers to assure conformance with Owner needs, general management plans, master plans, permits and code compliance. Act as the Owner’s representative and principal liaison with the State Construction Office and Department of Insurance on all assigned work. Attend all project design meetings, pre-bids, bid openings, pre-construction meetings, monthly and weekly project meetings whether at the office or jobsite. Authorize contractor payments and change orders, approve, reject, negotiate, recommend payment based on work completed and maintain project accounts/budgets. Supervise construction quality to ensure adherence to plans, specifications, good construction practices and codes. Conduct engineering feasibility studies and review of innovative green & sustainable facilities designs used to accommodate the entire population spectrum, including ADA accessibility requirements.
Position/Physical Requirements:
Typical work schedule is Monday to Friday, 8am to 5pm Must be able to work weekends, holidays and after regular work shifts as necessary. Must have a valid driver’s license issued from within the United States or be able to obtain one within 90 days of employment. Must be able to travel with some overnight stays when necessary. Knowledge, Skills and Abilities / Competencies To receive credit for your work history and credentials, you must provide the information on the application form. Qualified candidates must have or be able to: Proven knowledge of state and/or federal rules and regulations regarding the compliance codes of architecture engineering and construction. Demonstrated experience utilizing the theory and practice of civil engineering, architecture, construction, program planning, construction practice, state construction procedures, and/or building codes. Demonstrated experience on estimating costs, monitoring and managing construction projects. Demonstrated experience in sustainable building practices.
Management Prefers:
Designing and/or review the design of outside consultants and to read and interpret all related plans and specifications. Bachelor’s degree in Facilities or Construction Management or related Engineering field from an appropriately accredited institution AND two (2) years of related experience in construction project management; OR An equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
