Job Description

Highway Superintendent Town of East Greenwich East Greenwich, RI 02818 The Town of East Greenwich is seeking applicants for Highway Superintendent in our Public Works Department. The position is responsible for administering and supervising the daily activities and functions related to the operation of the Highway Division. The work is performed under the general supervision of the Director of Public Works.

Essential Duties & Responsibilities:

Responsible for the direct supervision and support to all employees assigned to the Highway Division engaged in the maintenance, construction and repair of streets, sidewalks, catch basins, manholes, sewers, storm drains and traffic controls; Schedules, coordinates, and supervises all highway projects and maintenance tasks assigned to the division; Monitors and oversees the division budget to ensure the division operates within budgetary guidelines; responsible for the coordination of division materials and supplies; Works with the Director of Public Works to identify, prioritize, and develop schedules for all work assigned to the division; Completes injury reports and accident investigation reports for all on-the-job injuries within the division and supervises any modified work assignments; Responsible for preparation of daily schedules and work reports, inspection reports, emergency call- back reports, overtime rotation lists, and/or any other documents or reports that may be required by the Director; Responsible for regularly inspecting and maintaining all vehicles/equipment and scheduling required preventive maintenance and repair as needed; Responsible for training employees on approved safe work methods, practices, and procedures. Responsible for investigating and scheduling periodic safety seminars within the division and/or any other accredited agency for in-service training; Establish and maintain a required inventory of all equipment, site signs, and cleaning materials for various buildings within the division; Supervises and/or operates trucks with and without trailers, front end loader, loader/backhoe, tractor, and any other power equipment and tools as may be required; Plans and organizes snow removal operations and salt/sand applications including after-hour preparation. Responsible for the supervision of other town employees involved in snow removal; Plans and organizes the division responses to emergencies including but not limited to hurricanes, natural disasters, and terrorist attacks. Assists the Director is assessing the needs of the division during the annual budget process including capital improvements; Advises the Director in personnel matters within the division as needed; Performs other duties that are assigned and are consistent with this position. Education and Experience High School graduate or GED; AS or BS degree is a plus Five (5) years supervisory experience in the area of public works specifically in the field of street maintenance and repair operations, hands-on experience in snow removal operations and knowledge of trucks, backhoes, graders and loaders. Possession of a valid CDL Rhode Island Driver’s License, with no restriction that would limit or adversely affect insurability. Possession of a valid Rhode Island Hoisting License for operation of loaders and backhoes preferred. Necessary Knowledge, Skills, and Capabilities Considerable knowledge of the operation of all vehicles and equipment typically found in a Highway Division of Public Works. Considerable knowledge of the construction methods, materials, tools and equipment used in the maintenance and repair streets, sidewalks, catch basins, manholes, storm drains and other sites associated with the department. Considerable knowledge of laws and regulations related to the operation and management of Public Works including all applicable workplace safety standards. Proven experience in decision-making and judgement, setting priorities and evaluating circumstances. Ability to establish and maintain cooperative working relations with the public, co-workers, subordinates, other municipal departments/divisions, vendors, and superiors. Ability to communicate effectively, orally and in writing; ability to prepare and maintain records and reports. Ability to perform supervisory functions of the division Ability to perform duties of subordinate positions within the division. Ability to coordinate and implement scheduling of staff through work assignments. Considerable knowledge of office computer systems, including word processing, spreadsheet, and such as Word and Excel, and computer technical equipment as maybe necessary to perform duties.
