Provide team-based leadership, planning and oversight of the skilled trades to ensure college facilities and systems are properly functioning, pro-actively maintained, and create an environment conducive to learning/working. The position also plans and manages facility projects, repairs, renovations, and/or upgrades. Manages skilled trades vendors and contracts. This position reports to the Director of Physical Plant. Must be a self starter able to work with minimal supervision, reaching out to pull work in, not waiting for it to be assigned to them. Must be a team player who effectively leads a team of technicians and takes ownership of the college facilities. Must be able to provide weekly status reports. Is required to make independent decisions for the betterment of the College, and support the College’s mission, vision, values, strategic plan and student success. Must have working knowledge and skill in one or more of the following areas: building construction/maintenance, HVAC, plumbing, electrical, building control systems, building envelope or carpentry. Must be proficient in the planning, scheduling, budgeting, procuring, coordination and management of facility maintenance activities and projects. The successful candidate must be able to respond to emergencies at any campus location 24/7. Must be able to work in all types of weather conditions, from any height or confined space at any time day or night. Must be able to climb ladders to access roofs and/or use a motorized manlift. Must be able to descend/enter into open pits or confined spaces. Must be able to lift 50 lbs over their head. Must have physical mobility to navigate all types of terrain and construction environments. Must be able to participate in overnight travel for training should the need arrise. This position requires effective oral and written communication skills to effectively work with a variety of constituents.
Job Responsibilities:
Manage and enforce safety practices and policies as they relate to the functions and operations of the Physical Plant. Ensure all personnel and contractors operate in a safe manner. Develop and provide a safety plan and training for the maintenance staff, contractors, internal customers and anyone who may be affected by a certain project. Perform building safety assessments and walk-throughs with occupants identifying any hazards and scheduling them for remediation. Schedule and maintain safety training for maintenance technicians at OSHA standards or greater. Lead and manage skilled trades staff, schedule and prioritize daily job duties, delegate tasks, and assign work orders to assure maximum operational efficiency, assure efficiency and quality of subordinates work, and provide appropriate feedback to subordinates on job performance. Manages the maintenance budget and P-card expenditures of staff, performing annual planning and monthly audits and reconciliations. Ensure strong communication with the Director of the Physical Plant, Fiscal Technician, Project Manager and internal customers. Responsible for all the college’s campuses. Provide/recommend appropriate training to staff to ensure skills remain current. Develop/implement plans and strategies aimed at continuously improving the departments performance. Manage external service contracts such as janitorial, landscaping, pest control, HVAC preventive maintenance, elevator maintenance, waste pick-up, boiler inspections, fire alarm and suppression system maintenance, etc., contracts. Make regular inspections and ensure the service provider is meeting the needs of the college. Act as liaison between internal customers and provider, stepping in and remedying when improvement is needed or a special request is made. Develop and manage maintenance projects, providing recommendations for facility repair and capital improvements. These include building renovations, major/minor equipment repairs & replacements and infrastructure upgrades. Obtain cost and resource estimates, provide implementation plans. Assists and collaborates with project management team on larger capital projects. Reviews Mechanical, Electrical and Plumbing drawings and consults with appropriate trades. Provides assistance, resources and input to the Project Manager. Communicates with the customer ensuring all needs and expectations are met throughout the process. Develop construction interim plans ensuring all needs of the students are met throughout construction activities. Ensure accurate and efficient communication with the Physical Plant’s project management team. Other duties as assigned. Minimum and Additional Requirements A high school diploma and professional experience in building repairs and maintenance or in the specific area of assignment, and experience in a lead/supervisory role. Preferred Qualifications Must have the ability to effectively communicate to all parties involved or affected by a particular task, including but not limited to, internal customers (student, faculty and staff), contractors architects and engineers, equipment venders, Office of the State Engineer, internal and State procurement, local, State and Federal regulatory agencies (DHEC, DOT, Utility providers, OSHA, etc.), inspection agencies, etc. Must be able to think through facility challenges and offer attainable solutions. Must have the ability to operate and manage a computer based work order system using collected data to generate status reports and create process improvements.
