Position Description Advertised Job Summary Assists with planning, development, design, coordination, documentation, and the approval process for capital projects that comprise the Campus Master Plan and the Five-Year Capital Improvement Plan for the University of South Carolina. Job Related Minimum Required Education and Experience Requires a bachelor’s degree in a job related field and 4 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience. Required Certification, Licensure/Other Credentials Preferred Qualifications 6 years professional experience in planning, construction or a related field; or a Master’s degree in Architecture or Planning and 4 years professional experience in planning, construction or a related field. Ability to build teams and involve stakeholders. Proficiency with AutoCad, rendering software, Revit and Sketch-up is preferred but not required Architectural or Planning registration or an intention to become registered in the future. Knowledge/Skills/Abilities Extensive knowledge of the principles and practices of architecture, planning, facility construction, and general knowledge of engineering principles. General knowledge of laws, rules and regulations pertaining to the construction and modification of facilities. Ability to prepare graphic presentations. Adobe Creative Suite, Microsoft Project and Microsoft Office software systems. General knowledge of state and federal laws, rules and regulations governing architectural project management for building construction or facility renovation projects. Ability to establish positive working relationships with clients, superiors, subordinates, associates, state, local and federal professional personnel and other public and private sector organizations and individuals. Job Duties Job Duty Assists in the development of capital projects that comprise the University’s Campus Master Plan, the Five-Year Capital Improvement Plan, and other internal projects for the University of South Carolina. Develops capital projects through planning and design meetings with campus clients, external A/E consultants, and university administration. Assists with the determination of project scope and duration; Coordinates external A/E procurement, cost estimates, and feasibility studies; develops budget and schedule criteria to meet program needs and limitations; negotiates to gain consensus; Provides summary reports and direction to involved parties. Essential Function Yes Percentage of Time 30 Job Duty Regularly updates and maintains the University’s Five-Year Capital Improvement Plan document and coordinates the annual online Comprehensive Permanent Improvement Plan (CPIP) report for all USC campuses. Coordinates with the Director and Assistant Director of FPDC, the AVP of Facilities Services, and other senior leadership within the Administration and Finance Division. Assists FPDC Project Managers as required to coordinate the approvals, logistics, and scheduling of campus projects. Develops and improves policies, procedures, and design standards to improve the work process. Essential Function Yes Percentage of Time 15 Job Duty Communicates and coordinates project issues with internal and external clients, professional consultants, regulatory agencies, University administration, facilities management personnel, and coworkers by developing and maintaining effective interpersonal relationships, meeting with concerned parties, managing user expectations, refining project scope, and conducting site visits. Provides an annual report to the SCDAH documenting status and impacts of planning, design, and construction for projects involving historic buildings. Coordinates with Facilities Services for Building Condition Assessments to inform capital planning and required reports.
