POSITION SUMMARY
Performs routine and sometimes non-routine duties related to the collection of municipal water, electric, and gas meter data. Receives general guidance from the Lead Utility Meter Technician on daily activities, and direct supervision from the Administrative Services Supervisor.
ESSENTIAL FUNCTIONS OF JOB

Obtains and checks utility meter readings, including radio reads, on prescribed routes in a timely manner, and enters readings into hand-held meter-reading devices; Responsible for identification and coding of malfunctioning devices; Responsible for locating and uncovering meters covered by snow or other debris, uses metal detectors to locate water curb stops; Maintains detailed and precise records related to meter reads; Enters residential homes and businesses (with authorization), to include areas such as confined spaces, basements, and meter rooms, to retrieve data; Maintains any keys provided by customers to enter into private homes and businesses, safely and responsibly; Observes job-related safety protocols and regulations; Cooperates with other Borough employees as needed and required to successfully perform essential functions of the job; Routinely interacts with the public in a professional and courteous manner; Operates all required equipment for the job, including but not limited to handhelds, Sensus guns, blue box and/or phone app to retrieve radio reads, computer, radios, telephones, copier/scanner, camera and computer equipment; Delivers notices and/or collects utility payment from delinquent utility customers to avoid termination of utility; Terminates and/or renews utility services for delinquent utility consumers as assigned; Takes pictures, posts notices, terminates and/or renews utility service for delinquent utility Tenant’s Rights accounts; Patrols and issues parking violations and delivers related notices of violation; Collects money deposited in parking meters and returns it to the Borough offices; When required, appears in court on behalf of the Borough of Chambersburg for Summary Trial Notices due to parking/snow violations; Maintains certification with the Commonwealth of Pennsylvania Department of Agriculture Bureau of Ride and Measurement Standards as a Certified Parking Meter Inspector; Participates in and completes required training; Issues sidewalk snow shoveling tickets, as necessary; Checks for various issues along routes, including missing/tampered seals, broken hinges, clasps, frayed wires, extra wires coming out of A-bases, etc., and reports issues to the Lead Utility Meter Technician and/or Supervisor; Uses, operates, and cares for tools, devices, equipment, and vehicles related to and necessary for performance of duties related to this position; Operates motor vehicles and other job-related equipment in a safe and resourceful manner; Performs other related duties as assigned.
THIS POSITION IS DESIGNATED AS A SAFETY-SENSITIVE POSITION. REQUIRED COMPETENCIES

) Ability to learn and follow Borough policies, rules, procedures, and regulations; Basic to proficient knowledge of the principles and practices of accurately reading parking and utility meters and/or the ability to learn them; Must possess excellent communication, interpersonal and customer service skills, including but not limited to, communicating effectively and professionally with co-workers and the general public; Capable of performing simple addition and subtraction; Ability to scribe and maintain detailed, precise, and accurate records; Ability to read and interpret gauges, follow written procedures and instructions, and follow established practices regarding use of equipment and tools; Ability to safely operate all required equipment for the job, including but not limited to handhelds, Sensus guns, blue box and/or phone app to retrieve radio reads, computer, radios, telephones, copier/scanner, camera and computer equipment; Ability to use all Borough databases and programs to perform the essential functions of the job, including but not limited to Borough email; Must be capable of entering confined spaces in both residential and commercial properties in order to successfully perform the essential functions of the position; Good knowledge of safe work practices and safety regulations and the ability to comply with them; Must possess the ability to work independently with little supervision in a team environment; Ability to complete entire meter route as prescribed and assigned within expected timeframes; Ability to safely operate motor vehicles and assigned equipment; Ability to identify when unusual operating problems occur; Ability to understand and effectively carry out verbal and written instructions successfully; Good judgment; Good physical condition to complete all job tasks; Ability to read entire meter routes as required, at a rate of 100 meters per hour, on average, by the conclusion of the probationary period, and no less than 165 meters within six (6) months of completing the probationary period, and to consistently maintain such a pace; Ability to establish and maintain effective working relationships with Borough employees, Borough officials, contractors, and the general public; Ability to obtain and maintain certification with Commonwealth of Pennsylvania Department of Agriculture Bureau of Ride and Measurement Standards as a Certified Parking Meter Inspector; Ability to meet the physical demands outlined in the job description and pass a required physical agility test. Must possess the ability to maintain confidentiality in regard to work-related information and records.
QUALIFICATIONS
Education:
Completion of a high school diploma or GED program or completed high school grade level work, specifically related to general education or business-related coursework.
Preferred:
Certification of Pennsylvania Department of Agriculture Bureau of Ride and Measurement Standards as a Certified Parking Meter Inspector; A minimum of one years’ experience in a utility meter reading role.
Experience:
None Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
WORK AUTHORIZATION/SECURITY CLEARANCES
Must be legally authorized to work in the United States and maintain required clearances to hold a position at Chambersburg Borough.
ADDITIONAL ELIGIBILITY REQUIREMENTS
Incumbent must have and maintain a valid driver’s license, three (3) years clean driving history, and be insurable in the independent opinion of the Borough’s motor vehicle insurance underwriter. Must reside within forty-five (45) driving miles of the Borough of Chambersburg, Borough Hall, within one (1) year of the hire date as their bona fide primary residence, and continue to reside within that area while employed. TRAVEL REQUIRED
Frequent travel to and from City Hall, Borough residences, and Borough businesses to perform the essential functions of the position.
