Positions allocated to this classification report to a designated supervisor and work under limited supervision. Work in this class is distinguished from higher classes by its lack of supervisory responsibilities and from lower classes by its technical skills and construction knowledge and responsibility to direct the work of others. •Employee is required to serve standby and must live and maintain a residence within a residential boundary within 40 minutes of the intersection of NW 34TH Street and NW 39TH Avenue in Gainesville per CWA contract Article 16.•

NATURE OF WORK

This is responsible, lead technical work in electric distribution system construction (energized at less than 600v), gas distribution system construction (60psi of less) and maintenance and repair thereof.

EXAMPLES OF WORK

•ESSENTIAL

JOB FUNCTIONS

Constructs, maintains and repairs underground energized distribution systems of 600v or less without supervision. Constructs, maintains, and repairs pressurized gas distribution systems of 60 psi or less without supervision. Directs the work of personnel of equal or lesser classification. Installs telecommunication systems cable and conduit. Constructs, maintains, and repairs overhead and underground electric systems of all voltages and gas distribution systems of all pressures under direct supervision (no direct contact with facilities energized above 600v). Constructs, maintains, and repairs de-energized underground electric systems and unpressurized gas distribution systems. Assists in training subordinates in overhead and underground installations and maintenance activities. Directs work of employees covered under the Research and Special Programs Administration (RSPA) and the federal Commercial Driver License (CDL) drug testing programs. Prepares, completes and records in a timely manner all required documentation of physical plant additions, retirements, and maintenance activities. Installs single-phase electric meters and makes necessary connections to equipment. Constructs, maintains, and repairs street light fixtures and associated infrastructure. Inspects installed underground civil infrastructure for compliance with specifications and design. Confers with contractor(s) to ensure that standards are adhered to. Plans work activities to prevent injury and property damage. Makes pipe heat fusion joints. Checks work orders for materials needed. Coordinates issue and return of materials for installed facilities. Operates a variety of motor-operated construction equipment including, but not limited to, aerial buckets and trenching equipment. Cleans and services tools and equipment. Responds to emergency situations. Works in accordance with and assists in enforcing safety rules and regulations. Works within energized single-phase, pad-mounted transformers. In cooperation with appropriate training personnel, assists in providing instruction, training, evaluation, and counseling to subordinate personnel to ensure that all job requirements are satisfied in a timely manner and are properly documented. This element specifically includes training, evaluation, and documentation responsibilities associated with the Federal Department of Transportation Operator Qualification Program. Ensures subordinates have necessary qualifications, training and equipment to perform assigned duties safely. Provides first aid and cardiopulmonary resuscitation (CPR) in an emergency situation. Assists or performs work of subordinates. Attends work on continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

Locates and repairs electrical faults in underground distribution system (energized 600v or less). Locates and pinpoints gas leaks (60 psi of less). May frequently chauffeur other employees, depending upon assignment and work location. May be required to transport, mix, handle or use hazardous materials (other than cans of gasoline, batteries, pumping fuel or access to normal janitorial cleaning materials) or may be responsible for facilities or equipment carrying current, fluids or gas that could endanger the public or other employees. Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Graduation from high school or possession of an acceptable equivalency diploma, completion of all applicable progression-through-training programs and the Operator Qualification program and two years experience as a Line Technician.

LICENSES/CERTIFICATES

Florida Commercial Driver License (CDL) Class “A” required. Instructional permit will be required six months prior to aerial device training with the final license required within six months of final qualifications. NOTES Must comply with all requires of the RSPA and CDL federal drug testing programs. Must maintain current Operator Qualification training requirements. Work may require performance of tasks outdoors under varying climatic conditions. Work requires physical strength and agility sufficient to perform the essential functions. Work may require the performance of tasks at elevated levels Work requires performing work on unlevel surfaces. Work may require exposure to high voltage and pressurized gas. Work may require performing tasks in and around heavy traffic. Work may require exposure to hazardous conditions and noxious chemicals.

SELECTION FACTORS

Knowledge of approved methods, materials and tools used in overhead and underground electric line construction, maintenance and repair work. Knowledge of approved methods, materials, and tools used in gas line construction, maintenance, and repair work. Knowledge of occupational hazards and safety precautions associated with the trade. Knowledge of engineering construction drawings. Knowledge of basic principles of engineering as they relate to utilities construction. Ability to understand and follow complex oral and written instructions. Skill in the use of tools and testing equipment. Ability to work effectively with coworkers and the general public.
