Job Summary:
The Asphalt Plant Inspector is responsible for overseeing and documenting asphalt production to ensure compliance with FDOT specifications and project requirements. This position involves on-site inspections at asphalt plants, conducting standardized material tests, verifying mix designs, and coordinating with plant operators and project personnel to ensure high-quality pavement materials. The Asphalt Plant Inspector is responsible for servicing the projects during non-typical working hours, nights and weekends. The position requires a CTQP Asphalt Plant Level II Certification, or the ability to obtain the Certification.
Key Responsibilities:
Inspect and monitor asphalt plant operations to ensure full compliance with Florida Department of Transportation (FDOT) standards, specifications, and procedures. Perform Quality Control and Quality Assurance (QC/QA) tests as required under FDOT guidelines, including verification of mix designs and materials. Collect and test asphalt materials using standardized procedures (e.g., AASHTO, ASTM). Verify calibration of plant equipment and the use of approved materials and sources (e.g., bitumen, aggregates). Ensure compliance with FDOT Sampling, Testing, and Reporting requirements (e.g., LIMS reporting, Daily Reports of Inspection). Document inspection results, test data, and deviations from project specifications, maintaining accurate FDOT records. Coordinate with FDOT personnel, contractors, and engineers to resolve issues related to mix quality, production scheduling, and test results. Conduct random sampling and field testing in accordance with FDOT’s Materials Acceptance and Certification process. Monitor environmental and safety compliance, including adherence to FDOT’s environmental and safety protocols. Maintain familiarity with current FDOT Standard Specifications for Road and Bridge Construction.
Qualifications:
High school diploma or GED required; associate or technical degree in civil engineering technology or related field preferred. Minimum of 3 years of experience in asphalt inspection, construction materials testing, or related field. Minimum of 2-3 years of experience working on FDOT roadway or plant projects (preferred). Working knowledge of FDOT Mix Design Verification, QC Plan Review, and Material Sampling and Testing Protocols. Familiarity with industry standards (AASHTO, ASTM, DOT specifications). Current or past FDOT certifications highly preferred (e.g., ACI , CTQP Asphalt Plant Level
I & II , QC
Manager , or Earthwork Construction Inspection Level I ). Proficient in MS Office Proficiency in using FDOT’s MAC, LIMS, and SiteManager systems is a strong plus. Strong attention to detail, problem-solving skills, and the ability to interpret construction plans and FDOT specifications. Proficient in recordkeeping and reporting software (e.g., Excel, construction management/FDOT recordkeeping software). Ability to work independently and in varying weather conditions. Valid driver’s license and ability to travel to job sites as required. Must be able to work flexible hours and travel to various plant sites across Florida.
Physical Requirements:
Ability to lift up to 50 lbs. Ability to stand, walk, climb, and bend for extended periods. Ability to work in outdoor plant environments, including high heat and weather conditions.
Preferred Skills:
Familiarity with QC/QA testing equipment and procedures. Strong understanding of FDOT Asphalt Specifications (Section 320, 334, etc.). Excellent communication and interpersonal skills. Ability to read and interpret construction plans and specifications. Experience interacting with FDOT Resident Engineers, CEI staff, and contractors on active projects.
