JOB TITLE:

Water Treatment Plant Superintendent

DEPARTMENT

Water Treatment Plant, City of Toccoa

JOB SUMMARY

This position is responsible for managing and supervising the city’s water treatment plant.

MAJOR DUTIES

o Oversees the day-to-day operations of the city’s water treatment facility. o Participates in the hiring of new employees; assigns, schedules, supervises, and evaluates the work of plant personnel; disciplines, suspends, rewards, or terminates plant personnel; approves leave and processes time cards. o Controls and operates treatment plant chemicals, machines, and equipment to purify water for human consumption and industrial use. o Collects water samples from the plant and distribution system; performs chemical, physical, and bacteriological tests to ensure water quality; submits samples for testing as required by state agencies. o Determines and adds specified amounts of chemicals such as chlorine to disinfect, deodorize, and clarify water. o Runs routine chemical tests and analyzes fluoride, chlorine, pH, and conductivity levels of drinking water; logs tests results. o Cleans tanks and filter beds using backwashing techniques. o Maintains the efficiency of plant and laboratory operations, including maintenance of equipment, pumps, filters, and machinery, testing, quality control, and record-keeping procedures. o Calibrates laboratory equipment and adjusts chemical feeders for optimal treated water output. o Maintains plant records, including operations logs, daily diaries, and chemical inventories; compiles reports as required by regulatory agencies. o Reads, calculates, and records water usage. o Performs routine and emergency maintenance and repairs. o May perform minor repairs, operations adjustments, and preventive maintenance on plant equipment as needed; ensures the plant and grounds are properly cleaned, maintained, and secured. o Cleans and sterilizes laboratory equipment and glassware. o Reads and records chemical usage; orders chemicals, supplies, and materials; requisitions purchase orders. o Assists outside agencies with water treatment surveys. o Ensures plant personnel and operations meet safety and city, state and federal policy requirements and Quality Standards. o Checks motors and pumps for excessive noise and temperatures; reports problems to appropriate personnel. o Trains and instructs Water Treatment Plant Operators. o Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION

o Knowledge of water system operations. o Knowledge of the handling and application of chemicals necessary to maintain a safe water supply. o Knowledge of standard laboratory principles, techniques, equipment, and materials. o Knowledge of water treatment plant operations. o Knowledge of laboratory procedures. o Knowledge of state and federal dinking water rules and regulations. o Skill in basic chemistry, mathematics, and biology. o Skill in supervising the work of others. o Skill in performing standard laboratory-related mathematical calculations. o Skill in operating laboratory equipment. o Skill in the use of water analysis equipment, meters, and gauges. o Skill in oral and written communication.

SUPERVISORY CONTROLS

The Water Distribution Superintendent assigns work in terms of department goals and objectives. The employee works independently in organizing work to reach goals and meet deadlines. The work is reviewed through conferences, reports, and observation of department activities.

GUIDELINES

Guidelines include relevant state and federal regulations and drinking water guidelines, plant operations policies, city and department policies and procedures, and standard laboratory practices. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.

COMPLEXITY

The work consists of varied supervisory and water analysis and treatment duties. Mechanical failures and changes in water quality contribute to the complexity of the work.

SCOPE AND EFFECT

The purpose of this position is to operate and supervise the city’s water treatment plant operation. Successful performance helps ensure a safe water supply.

Contacts are typically with co-workers, city employees, state agency personnel, engineers, customers, vendors, suppliers, water treatment personnel from other jurisdictions, plant visitors, and the general public.

PURPOSE OF CONTACTS

Contacts are typically to exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS

The work is typically performed while sitting at a desk or table, standing, walking, bending, crouching, or stooping. The employee lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color.

WORK ENVIRONMENT

The work is performed in an office, laboratory, chemical storeroom, and outdoors. The employee is exposed to dust, dirt, grease, machinery with moving parts, irritating or hazardous chemicals, contagious or infectious diseases, and occasional inclement weather. The work may require the use of protective devices such as masks, goggles or gloves.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Water Treatment Plant Operator/Laboratory Analyst (1), Water Treatment Plant Operator (4), Water Treatment Plant Operator Trainee (1), and Water Treatment Plant Maintenance Worker (1).

MINIMUM QUALIFICATIONS

o Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education. o Sufficient experience to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service. o Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated. o Possession of or ability to readily obtain an appropriate state-certified license for water or wastewater treatment or distribution as appropriate.
