This position stems from a recent merger by the City of Sanford that will significantly expand our reach and influence in the industry. The D&C Supervisor will work with Pittsboro and City of Sanford customers to perform the following duties: Supervising and participating in the work of a small sized distribution and collection construction, maintenance, and repair, or water meter reading and services crew; maintaining records and files; preparing reports. Assigns, supervises and participates in the work of a crew involved in construction, maintenance, and repair of water and/or wastewater lines and appurtenances, or water meter reading and services activities. Assists with the hiring process; coaches, counsels, and conducts performance appraisals, and recommends disciplinary action when required; prepares reports; maintains records and files; completes timesheets; schedules leave requests; reviews and submits payroll for processing. Supervises the operation of all equipment for distribution & collection and/or meter reading, such as dump trucks, backhoe, front-end loader, jet-vac, jet trailer, jack hammers, air compressors, and other related tools and equipment. Ensures minor repairs and maintenance on assigned equipment; schedules equipment maintenance or repairs as required; ensures equipment is cleaned and washed on a periodic basis. Supervises assigned inmates in a variety of activities; coordinates work with other departments as needed. Discusses job requirements with and receives detailed instructions from Coordinator and/or Administrator; makes and adjusts work assignments; prepares cost estimates; coordinates advertisement for special projects with the appropriate media. Inspects work in progress to assure conformance with instructions, plans/ specifications; checks, tests, removes and replaces meters; ensures crew has sufficient materials and equipment to complete project. Oversees proper traffic control is set up to ensure safety during work zone, special event, and emergency situations. Ensures employees are trained in the safe and proper use of equipment; ensures crews are in conformance with department policies, and safety rules and regulations; responds to emergency situations and organizes crew to take remedial action. Receives and responds to citizen inquiries and complaints. Qualifications We are looking for a detailed individual who possesses horough knowledge of the methods and the various equipment for which assigned, the hazards and safety precautions related to the work; general knowledge of OSHA regulations, use of standard office equipment and associated software; thorough knowledge of traffic laws and regulations governing equipment operation, City and department policies and procedures, reading, interpreting, and understanding blue prints, engineering drawings, equipment manuals, and other related documents, preparing reports, related documents, and maintaining records and files, operation of the equipment required for the position; ability to understand and follow oral and written instructions, detect signs of mechanical failure of equipment, make minor repairs and adjustments to equipment, use measuring devices, plan and supervise the work of crew members, handle personnel problems, make mathematic computations, compute ratios, rates and percentages, establish and maintain effective working relationships with associates and the general public Special Requirements The position requires Any combination of education and experience equivalent to graduation from high school and considerable experience in distribution and collection systems, and moderate supervisory experience. Possession of a valid NC CDL. Must meet and maintain all certification, license and training requirements for the division which assigned, to include Confined Space, North Carolina DOT Flagger, DOT Reasonable Suspicion, Work Zone and Traffic Control, Trenching and Shoring, Trenching and Competent Person, Asbestos Silica, North Carolina DOC Correctional Agent, and Lock-Out Tag-Out certifications within six months of employment. Possession of or ability to obtain a Grade I or II Wastewater Collections or Grade B or C Water Distribution certification, and/or other certifications as required by the State of North Carolina.
