MANAGER-TELECOM INSIDE & OUTSIDE PLANT-ENT

to oversee the planning, design, and implementation of telecommunications infrastructure projects, serving as the primary liaison between internal departments, external partners, and contractors. Ensures compliance with institutional standards while managing staff performance, project documentation, and construction coordination for both Outside Plant (OSP) and Inside Plant (ISP) systems. Responsibilities for this position include, but are not limited to the following: 1. Supervises design professionals, drafting and administrative staff in implementation of the process for designing and delivering project programs including document review, budgets and coordination of the design construction interface as well as the development and implementation of the telecommunications standards. Establishes and monitors project priority schedule for the department and works closely with the unit bid contractor and staff to ensure that the project priority schedule is accurate. 2. Serves as the internal consultant for all telecommunications OSP and ISP projects and is responsible for the design, estimating, scheduling, installation and inspection. Maintains project records, as-built drawings, all jack locations and unique ID numbers, OSP copper and fiber facilities as well as ISP building entrances and risers. Attends various committee/department/project meetings. 3. Serves as primary interface between telecommunications and the architecture & engineering, construction & design operations departments of UAB facilities, external architects and engineers as well as city planning departments, and utilities. 4. Develops unit bid documents, coordinates bidding process with the architect, verifies items and the creation of sample projects used to analyze the bid. Works with the purchasing department to administer bids used to purchase material for telecommunications and the unit bid contractor. Utilizes the unit bid for construction estimating for all OSP and ISP Projects. 5. Inspects or oversees inspection of job sites and reviews work for compliance with documents, progress of work, delays and submits reports. Coordinates construction activities between contractor, UAB personnel and others involving utility/service interruptions, project status and updates, and arranges contractor’s access and other special requirements. 6. Assists departments with the design review of construction documents for compliance with telecommunications and UAB standards and evaluates coordination of design and quality. Develops and implements methods to streamline the construction document production process through standardized detail sheets and written specifications that incorporate University standards and other methods. 7. Develops, implements and oversees department performance indicators to ensure performance of staff. Conducts annual performance evaluations of design professionals, drafting and other staff. 8. Identifies and informs the director of critical needs to retain outside consultants to assist in completing projects. Oversees the development of technical telecommunications facilities standards for use on projects designed and constructed at UAB. 9. Commits to fostering an environment of heightened security following Information Technology Security Policies and participating in security training, such as Health Insurance Portability & Accountability Act (HIPAA) and Family Education Rights and Privacy Act (FERPA), on an annual basis. 10. Performs other duties as assigned. (

Annual Salary:

$94,375 – $153,355) Qualifications Bachelor’s degree in Information Systems, Technology, Electrical or Construction Engineering , Telecommunications, or a related field and seven (7) years of related experience required. Work experience may NOT substitute for education requirement.

Preferred Skills:

Currently credentialed as a Registered Communications Distribution Designer (RCDD) by BICSI strongly preferred. Other certifications or credentials as recognized by the telecommunications industry is a plus. Experience in telecom infrastructure overseeing and/or managing ISP/OSP projects. Advanced understanding of telecom systems and industry standards. Knowledge of project management desirable. Management or team lead experience a plus.
