This position is eligible for telework. New hires are eligible to 30 days after their effective date of hire. Please note that this position has been designated as a “Policy Maker” pursuant to the New York State Public Officers Law and the MTA Code of Ethics. Summary:
This position is responsible for managing all components of the federally mandated Roadway Worker Protection Training Program including RWP related operational courses such as Commercial Driver Training, High Rail Boom Truck, Bridge Worker Protection, Rigging and Fall Protection. The position will oversee the Instructional staff, scheduling and course development of Roadway Worker Protection and the related programs: Roadway Worker In-Charge, Roadway Worker for Contractors, and relevant

sections and subparts. The position will also enhance and develop curriculums to comply with future FTA initiatives (i.e. Enhanced Employee Protection System (EEPS). Develop instructor skills and design course material to implement training programs that encompass all the necessary components. The position will represent the Department at all corporate and interagency meetings regarding those concerns. Responsibilities Responsibilities may include but are not limited to: Plan, develop, implement and manage the Roadway Worker Protection Training Program. Provide necessary Federal and State mandated training.
In accordance with CFR Part 243 Training, Qualification, and Oversight for Safety-Related Railroad Employees, develop, design, implement, facilitate, evaluate all training programs relevant to all
RWP/RWIC
training programs to ensure standardization and content are regularly kept current and up to date with FRA regulations and LIRR Operating Rules.
Perform various administrative functions, including, but not limited to: Assigning schedules and maintaining staffing reports for trainers; prioritizing work of staff; scheduling RWP classes for all LIRR Departments, MTA employees and both Federal and State agencies; scheduling and coordinating RWP for Vendors/ Contractors training both on
- site and off-site and/or web based; maintain attendance records and monitor RWP Contractor ID card distribution.
Participate in the development of revised RWP On-Track Safety Manual.
Establish and maintain effective working relationships inter-departmentally and inter-agency to ensure training programs are current and within the parameters of department and external agency needs. Implement revisions to current training programs to conform to evolving standards.
Select, manage, develop, evaluate and motivate staff. Support career development for subordinates provides direction to employees and develops departmental/section goals. Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
Perform other assignments as requested by Senior Management.
Qualifications:
- Bachelor’s degree in Business, Education, Operations Management, Occupational Safety or other related field. 9 years of Demonstrated, directly related equivalent experience and education may be considered in lieu of the degree.
- Current qualification as Roadway Worker In-Charge
- Minimum 5 years experience in Training and/or Railroad Operations, with at least 3 years experience with LIRR Roadway Worker procedures and policies
- Must possess a valid driver’s license.
- Subject matter expert in CFR Part 214 Railroad Workplace Safety and OSHA General Industry and Construction training requirements.
- Ability to design, develop, implement, facilitate, evaluate, and measure training and development activities
- Experience with forecasting LIRR hiring and training needs
- Extensive knowledge of applicable collective bargaining agreements, work rules, and LIRR policy and procedures.
- Ability to motivate and develop employees.
- Must possess demonstrated, effective analytical, decision-making, problem solving, as well as effective interpersonal and communication skills.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.
