Position Overview We are seeking a detail-oriented and technically strong Owner’s Representative – Data Center Quality (DCQ) Site Lead to represent our client’s interests in the field during construction and commissioning of mission-critical data centers. In this role, you will be the primary on-site advocate for construction quality, ensuring our client’s expectations are met or exceeded throughout the project lifecycle. You will be responsible for implementing and overseeing a comprehensive site-level DC Quality Control program, collaborating with project stakeholders, managing third-party quality support, and driving continuous improvement efforts. This position requires deep MEP knowledge, exceptional communication skills, and a proactive, hands-on leadership style. Key Responsibilities Construction Quality Oversight Represent the Owner in executing the DCQ program at the site level, in alignment with program standards and project goals. Conduct routine job walks and serve as the on-site liaison for quality with general contractors and client teams. Provide technical leadership across MEP systems to ensure construction and installation quality. Perform inspections and audits, document deficiencies, and coordinate corrective actions. Review contractor and design documentation for accuracy and compliance with client specifications. Drive alignment among contractors, commissioning agents, and project stakeholders to maintain quality across the build lifecycle. Attend factory witness tests and vendor site visits as needed to support equipment quality assurance. Program Leadership Act as the on-site representative for all DCQ activities, providing regular updates and insights to the client and Overwatch leadership. Promote and enforce safety protocols, particularly within live electrical environments, ensuring

compliance. Manage third-party quality consultants and field staff supporting quality assurance objectives. Support recruitment, mentoring, and training of quality personnel to support team expansion and capability development. Collaborate with third-party commissioning agents to develop robust Initial Verification (IVC) and Pre-Functional Testing (PFT) checklists. Additional Responsibilities Identify process improvement opportunities to enhance quality and reduce risk. Track and maintain quality documentation using Cx Alloy or similar tools. Create and present quality performance reports to project and client leadership. Solicit and integrate feedback from key stakeholders to continuously improve quality delivery. Provide after-hours support when necessary to address critical issues or milestones. Required Skills & Competencies Excellent interpersonal and communication skills to represent the Owner’s interests with authority and professionalism. Proven ability to make decisions independently and solve problems with minimal oversight. Strong knowledge of QA/QC practices in data center construction environments. Ability to prioritize competing tasks and manage project timelines under pressure. Experience interpreting technical drawings, submittals, and construction specifications. Familiarity with

EPMS/SCADA/BMS

systems (hardware and software). Effective leadership of cross-functional and third-party teams. Strong understanding of OSHA and

safety standards. Meets/exceeds Overwatch’s Culture Code expectations.

Education & Certifications Preferred Education:

Bachelor’s degree in Engineering, Science, or a related technical field.

Certifications:

Construction Quality Management Certification (CQMC) or equivalent preferred.

Experience:

5+ years of relevant industry experience, ideally in an Owner’s Representative or subcontractor oversight role, with a strong MEP focus. Physical & Travel Requirements Ability to travel locally, nationally, and internationally as needed. This role may require extended work hours during critical construction phases. Must be comfortable navigating active construction sites, working around live equipment, and lifting/moving up to 50 lbs (occasionally up to 100 lbs). PPE required at all times in field environments. Strong visual acuity required for reviewing components, wiring, and color-coded systems.
