Lexington/Thomasville General Statement of Duties This position provides, coordinates, directs, and/or supervises the continuous quality improvement (CQI) efforts in Child Welfare and to a lesser extent Adult Services. This position creates and manages the evaluation, design, development, and implementation of effective training, support, QA reviews, or meeting facilitation for internal staff and families served. Supports change management initiatives that lead to process improvement and quality improvement of services and internal processes. Supervises staff to ensure adherence to quality standards, deadlines, and proper procedures, correcting errors or problems. Provides technical assistance and consultation to management and staff by providing goal setting, data collection, data analysis, and other basic qualitative and quantitative human services research methodology. Work involves reviewing and staffing cases with the workers to assist in determining the best way to assist the client. Employee must keep abreast of all policies, rules and laws that impact upon the work and be able to assist staff in its interpretation of policy. Distinguishing Features of the Class An employee in this class is responsible for carrying out comprehensive quality assurance monitoring through the development of standards, training, and review processes to ensure that the agency is meeting federal, state, and local programmatic requirements in Child Welfare and to some degree Adult Services. Providing management, supervision and training to staff and of staff who deliver training, monitor quality improvement in Child Welfare Services and to a more limited extend in Adult Services. - Supervises a team which develops and implements training programs to ensure agency compliance with federal, state, and local requirements throughout the services area

- Organizes and directs training activities within state and federal guidelines, standards, and regulations based on feedback from supervisors, management, audit findings, state and staff identified need
- Reviews agency protocols and practices and updates or establishes, as needed, to ensure agency compliance with state, federal and local requirements
- Creates tools to measure and monitor quality assurance data and develops training and continuous quality improvement processes based on findings
- Conduct and perform detailed analysis of cases by compiling individual and unit data, developing agency wide reports, attending internal and external meetings, and assisting in the implementation of standardized work methods
- Monitors the work of the team to ensure that audits, case reviews, and any training is conducted timely, is effective and implements changes when it is not
- Creates processes to evaluate knowledge/training effectiveness, pre and post training including going into to the field to model/mentor work and to observe
- Establishes, implements and maintains structure for delivery of continuous improvement in service areas in consultation with agency leadership
- Plans, designs, and monitors the unit work plan to ensure needs are being met and service delivery is effective and efficient
- Designs, implements, assigns and monitors work flow to assure equitable workload in accordance with knowledge and expertise of social work staff and to ensure workload is covered at all times and during staff vacancies
- Interacts with agency units and other agencies in the community to develop training based on assessed need and requests, resources permitting
- Oversees the daily activities and work performance of staff.

- Monitors reports and ensures the team performs a regular (monthly, quarterly) review of cases open beyond 6 months, cases open with no services provided, 210 cases open beyond 45 days and works with agency management to correct practices leading to any areas of concern
- Participates on hiring panel for adult service and child welfare positions
- Recommends applicants for hire to the SW Program Administrator, Deputy Director and Agency Director
- Provides orientation, initial and on-going training to staff through individual and group training
- Supervises new staff while in training
- Conducts performance appraisals of staff in training and submits to the appropriate supervisor(s) for review
- Provides counsel to staff regarding unacceptable levels of job performance.

- Recommends disciplinary action when needed to the appropriate supervisor(s) and in consultation develops corrective action plans.

- Adheres to federal, state, county and department’s policies, rules and regulations.
- This position would have altered hours, when/if the county operates emergency shelters as this is a mandatory duty of DSS and all staff must participate, as assigned.

- The employee must be able to physically perform the basic life operational support functions of reaching, balancing, standing, walking, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions.
- The employee performs light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
- The employee must have close visual acuity to prepare and analyze data and figures, work on a computer terminal and perform extensive reading and determine the accuracy, neatness, and thoroughness of the work assigned, as well as to observe workers to ensure tasks are performed correctly
- The employee is subject to environmental conditions as activities occur inside and outside.
- The employee is subject to extreme cold or heat: Temperatures below 32 degrees for periods of more than one hour or above 80 degrees, often outdoors or in locations without sufficient heating or cooling.

- Master’s degree in social work from an appropriately accredited institution and two years of directly related experience; or a bachelor’s degree in social work from an appropriately accredited institution and three years of directly related experience; or a master’s degree in a human services field from an appropriately accredited institution and three years of directly related experience; or a bachelor’s degree in a human services field from an appropriately accredited institution and four years of directly related experience; or a bachelor’s degree from an appropriately accredited institution and five years of directly related experience; or an equivalent combination of education and experience.
A combination of education and considerable experience as a Social Worker in Child Protective Services preferred. Licenses and Certifications
- Valid North Carolina Driver License.
