JOB DESCRIPTION
The FHWA Quality Control Manager is responsible for overseeing and managing all aspects of quality control for federally funded highway and infrastructure construction projects. The QCM ensures that all construction activities comply with FHWA standards, project specifications, and contractual obligations. This position involves close coordination with contractors, engineers, inspectors, and regulatory agencies to proactively identify and correct quality issues .
Key Responsibilities:
Develop and implement a comprehensive Quality Control Plan (QCP) for FHWA projects. Oversee daily construction activities to ensure work is performed in accordance with FHWA specifications, drawings, and approved submittals. Supervise quality control field staff, including inspectors and testing personnel. Conduct and/or coordinate on-site material testing (e.g., soil, concrete, asphalt) per project requirements. Monitor compliance with environmental regulations, safety standards, and contract documents. Maintain accurate and detailed records of inspections, tests, and non-conformance reports. Review and approve submittals, material certifications, and contractor quality documentation. Ensure that deficiencies are documented, reported, and corrected in a timely manner. Coordinate with the contractor’s team, the Resident Engineer, and FHWA personnel to resolve quality-related issues. Participate in progress meetings and provide quality-related input. Conduct internal audits and assist with external audits or reviews by FHWA or other oversight bodies. Prepare and submit daily, weekly, and final quality reports as required.
Qualifications:
Preferred Bachelor’s degree in Civil Engineering, Construction Management, or a related field 2 plus years of experience in quality control on highway or heavy civil construction projects. In-depth knowledge of FHWA specifications, AASHTO standards, and construction inspection protocols. Certification in quality control and/or construction inspection (e.g., NICET, ACI, WAQTC, or equivalent) is highly desirable. Proficiency in reading and interpreting construction plans, specifications, and standards. Excellent communication, leadership, and organizational skills. Valid driver’s license and ability to work outdoors in variable conditions. All applicants will undergo a drug test, background check, and motor vehicle report.
