Open Until Filled Summary The Director Quality will lead Quality Assurance of the MTA C&D capital program to ensure compliance with contract requirements through the implementation of a robust quality management system. Responsibilities Provide quality support, oversight, and direction to capital and operating projects to ensure effective implementation of quality activities by consultants and contractors. Participate in the development and governance of procedures, standards, specifications, and quality management practices. Review designs, materials, installation requirements, and quality submittals to verify compliance. Collaborate with project teams, including C&D staff, contractors, and consultants, to promote consistent application of quality requirements throughout project delivery. Lead quality awareness initiatives, training, and outreach to enhance the understanding and implementation of quality processes among internal staff, consultants, and contractors. Support the ongoing implementation and continuous improvement of the

C&D ISO 9001

Quality Management Program. Provide guidance and support in resolving nonconformances and ensure proper oversight of offsite fabrication activities. Conduct independent assessments and audits to ensure the implementation of required quality activities, processes, and requirements. Manage document control and retention. Assures compliance of Inspection & Test Plans by Consultants, Contractors, Suppliers, and Independent Testing Laboratories. Establishes and enforces quality work plans for all teams working on development and implementation. Work on-site with internal field personnel and contractors to develop/maintain quality programs. Foster a professional work environment that respects individual differences and encourages all employees to reach their full potential. Education and Experience Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Transportation, or a related field. Must have a minimum of ten (10) years of related experience. Must have a minimum of five (5) years in a management or supervisory role and/or project/quality manager role in a large, multi-faceted organization.

Competencies:

Licensed Professional Engineer or Registered Architect desirable. CQA/CQE Certifications preferred. Demonstrated experience in project management for major construction projects or project controls with highly complex systems preferred. Demonstrated experience leading and managing contractors, subcontractors, or vendors. Excellent communication and interpersonal skills. Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal levels within the organization. Demonstrated ability to work in a high-profile, high-pressure environment effectively. Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement. Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements. Must possess excellent team-building, listening, problem-solving, and prioritization skills.
