This position is located in the Motor Carrier Quality Assurance Unit, Motor Carrier Services, at SCDMV Headquarters in Blythewood, SC. Responsibilities of the Quality Assurance ManagerDefine and implement a comprehensive QA strategy, ensuring consistent, and quality results in MCS. Oversee all aspects of the testing cycle, from test planning and execution to defect tracking and post-release validation, while collaborating with development teams to integrate quality processes and prevent issues early.
Collaborates with the appropriate stakeholders and departments to ensure accurate requirements gathering, clarification, and prioritization to support QA activities. Monitor, validate, and documents requirements of testing. While ensuring alignment between business needs and technical execution.
Oversee the creation and implementation of MCS training programs and workshops. Evaluates the efficiency, effectiveness, and quality of training delivery and the training program. Guides discussions on potential changes and adjustments to the MCS training program to make sure the program remains effective to include customer and stakeholder workshops.
Leads efforts to continuously improve QA processes by evaluating current practices, identifying inefficiencies, and implementing process enhancements. Utilize metrics, reports, and data analysis to identify areas for improvement in both QA practices and product quality, ensuring all activities align/comply with agency goals, state, and federal laws including IRP, IFTA, UCR, etc. regulations and industry standards.
Performs regular quality audits and compliance checks. Maintain professional growth and development through seminars, workshops, etc. to keep abreast of latest trends and knowledge of regulatory changes.
Provides regular status updates to the MCS Business Alignment Manager on QA activities, Training activities, system developments, and implementations. Participates in meetings, research, and projects with other state agencies, member jurisdictions, federal entities, stakeholders, and DMV business areas. Leads MCS team meetings and updates on system enhancements, procedures, training, and messaging as it pertains to MCS.Submits annual evaluations (EPMS) for staff on time and develops planning stages for staff. Approves time and leave for direct reports.
Performs additional duties as assigned by the Business Alignment Manager.
EXAMPLE OF DUTIES
Minimum RequirementsA bachelor’s degree and relevant program experience. An equivalent combination of education and relevant experience may be accepted with prior approval.
Agency RequirementsMust complete a nationwide criminal background check to include finger printing.
Additional RequirementsKnowledge of agency’s mission, programs and objectives.
Extensive knowledge of federal and state motor vehicle and tax laws, policies, procedures, and regulations.
Ability to gather/report data and participate in cost benefit analysis discussions and business cases.
Ability to communicate effectively, coordinate and track multiple actions. Knowledge of testing systems.
Ability to analyze business operations and provide feedback.
Ability to guide users through systems requirements and testing of business processes and system changes. Ability to establish and maintain effective working relationships.
Ability to make presentations and lead meeting.
Must be able to perform job functions under minimal supervision. Requires a high degree of self-motivation, integrity, initiative and professionalism.
Must ensure that SCDMV policies and operational procedures are followed.
Works in general office environment sitting for prolonged periods of time and significant time is spent at a computer.
Overnight and state-wide travel required.
Normal work hours are M-F 8:30am to 5:00pm but may be required to work extended hours outside of normal scheduled hours and on weekends.
Must be able to lift 25 pounds.
Must have a valid SC driver’s license.
