This position conducts specialized field and technical work performing flushing tasks and associated job duties in monitoring, scheduling, and performing water quality related functions connected with a highly complex water distribution system. Performs water quality testing, preventative maintenance flushing, hydrant maintenance, and valve exercising of the City’s potable water system to ensure drinking water and service water discharge is compliant with federal and state regulations. Performs related work as required. Works under immediate to general supervision and reports directly to the Lead Water Plant Operator and Utilities Manager.
ESSENTIAL FUNCTIONS

Performs various tasks associated with maintaining water quality parameters throughout the City’s potable water system. Prepares and maintains files and records relating to daily activities; creates and maintains system profiles of water line infrastructure, valves, and hydrants. Prepares monthly reports and submits to Lead Operator for inclusion in FDEP log book. Under direction, participates in the flushing of the water system, operation and testing of water system valves, fire hydrants and City’s automatic flushing equipment. Pulls water samples from various locations and sources; performs residual checks to test for monochloramine, nitrification, and total chlorine make-up of samples; analyzes results to determine flushing requirements and appropriate maintenance action; adjusts tasks as needed based on sampling results. Interacts with customers and acts as a representative of the City of Oviedo; provides information on water quality concerns and determines appropriate action needed to address or resolve concerns. Maintains flushing schedule for all City fire hydrants. Completes hydrant painting and valve numbering as needed. Performs auto flusher meter reads and field investigations. Responsible for preventative maintenance of all valves and hydrants within the City’s water distribution system; performs minor repairs when possible, reports identified issues requiring additional personnel and resources. Responsible for maintaining inventory of needed supplies and equipment; ensures equipment is maintained and kept in working condition. Operates various hand tools and power tools in the performance of daily tasks such as electric wrench, valve exerciser, portable flushing diffuser, etc. Under direction, follows established policies and procedures in operation of equipment to ensure proper working order. Serves as essential personnel during natural or man-made disasters and emergencies. Assists Water Plant operations’ staff as needed. Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Must be at least 18 years of age. High school diploma or equivalent required.
Requires a valid driver’s license (must obtain Florida driver’s license within thirty (30) days of employment). Must have, and maintain, an acceptable driving record. Six (6) months of experience in a water utility operation, utility construction, or possession of a Level III DEP Water Distribution Technician certification as approved by FSAWWA or FW&PCOA; or six (6) months of laboratory experience combined with proof of completion of FDEP-approved Drinking Water coursework.
SPECIAL REQUIREMENTS
Must obtain a Level III DEP Water Distribution Operator Certification within twelve (12) months of employment. Must obtain Florida Department of Transportation Maintenance of Traffic Intermediate certification (FDOT I-MOT) within twelve (12) months of employment.
KNOWLEDGE, SKILLS, AND ABILITIES
Ability to understand maps and basic schematics of the water system. Ability to use line locating equipment. Knowledge of water quality characteristics including odor, color, clarity, and disinfectant levels.
Skilled at written and verbal communication. Possesses a working knowledge of personal electronic devices and computers.
Ability to keep accurate records of work performed. Ability to follow oral and written instructions. Ability to perform manual labor for extended periods, often under unfavorable weather conditions. Ability to read and accurately enter work order data into the system. Ability to establish and maintain effective working relationships with associates and the general public.
Ability to interpret water quality parameters and testing methods. Knowledge of the safe use, operation, and preventative maintenance of the equipment and tools to which assigned. Ability to recognize and select the proper tool and equipment required to perform the task. Basic to intermediate knowledge of plumbing to include pipe fittings, polyethylene tubing, and threaded-pipe repairs.
