The Materials and Tests Unit has the responsibility of establishing acceptance criteria for materials and manufactured products to be incorporated into the North Carolina Highway System and ensuring that these materials and manufactured products meet these criteria and function as intended. The primary purpose of this position is to perform assessments of producer, contractor, Department, and other technicians to ensure they are performing quality control and acceptance testing properly according to prescribed standards and specifications. The Specialist must determine if technicians can competently sample, test, and inspect structural steel products for compliance with NCDOT Specifications. Items inspected include steel beams and girders, welds, paint and other coatings, gray iron castings, bridge expansion joints, nuts, bolts, and washers at production sites and on projects throughout North Carolina and neighboring states. These materials are used in the maintenance and construction of roads and structures and, assuring that they meet prescribed standards and specifications requires this technician to remain current on the latest specifications and policy changes. These positions ensure critical engineering decisions related to roadway material conformance by Department staff are sound and consistent. Department project delivery is affected by the quality and conformance of the materials incorporated within our transportation network. Failure to comply with specifications and procedures also results in withholding reimbursement funds for Federally funded projects. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: Demonstrated ability to analyze discrepancies, compile a written report documenting the results, formulate possible solutions, and share information with others. Demonstrated ability to make recommendations and make decisions on non-routine engineering and/or program matters or other areas requiring technical engineering expertise. Demonstrated ability to evaluate and approve moderately complex program/project specifications for completeness, compatibility, compliance with engineering principles, standards, codes, and design needs. Knowledge overseeing compliance regarding multiple construction materials and products. Demonstrated ability to evaluate personnel to determine if an individual has the minimum level of competence required to conduct sampling or testing in accordance with state or federal regulations. Additional Expectations Must be able to navigate safely around hazardous materials and comply with site specific and facility specific safety requirements. Management prefers one or more of the following certifications: Current Certified Welding Inspector (CWI) Certification Current AMMP Level Il Coatings Certification Current Certification in Nondestructive Testing (NDT) Volumetric Welding Inspection employing Ultrasonic or Radiographic Inspection test methods. Must be able to legally operate a state vehicle.
