Description of Work This is an anticipated vacancy. The primary purpose of the Area Materials Engineer (AME) position is to serve as a high level expert on numerous roadway construction materials. Each AME coordinates and facilitates the Materials and Tests Unit’s field operations in one of three regional areas across the State. This specific AME covers Divisions 10, 11, 12, 13, & 14. Each Area Materials Engineer supervises a two-tiered staffing structure comprising of 8
- 10 staff members as well as 1
- 2 fully embedded CEIs across 4
- 5 Divisions.
These positions and their respective staff are responsible for sampling, testing, and inspection of various materials at production sites and on projects throughout North Carolina such as concrete, guardrail, etc. Another key responsibility of the AME and their staff, includes conducting project compliance audits, providing technical expertise, and completing final review of field investigations for their assigned Divisions related to aggregate, soil, base materials, concrete, and various manufactured products. These duties help assure projects meet prescribed standards, specifications, and contractual obligations. Part of the assurance comes from conducting classroom training and administering state and national certification exams. Each AME must monitor concrete related certification classes and must obtain and maintain a valid national ACI Certification to proctor ACI Concrete Field-Testing Technician classes to NCDOT Division staff, CEIs, concrete producers, and concrete paving contractors. Each Area Materials Engineer provides engineering and technical assistance to producers, contractors, and NCDOT personnel as needed related to various transportation construction materials. AMEs ensure that NCDOT personnel, CEI, and Contractor personnel are current on the latest specifications and policy changes issued from NCDOT management and FHWA. The development and implementation of policies and procedures, and the monitoring of the effectiveness and uniformity of application of these policies and procedures, are also primary purposes of this position. These positions ensure critical engineering decisions related to roadway material conformance by Department staff are sound and consistent. Department project delivery is affected by the quality and conformance of the materials incorporated within our transportation network. Failure to comply with specifications and procedures also results in withholding of reimbursement funds for Federally funded projects. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: Demonstrated ability to perform inspections/audits to ensure proper procedures are followed.
Demonstrated ability to make recommendations and make decisions on non-routine engineering and/or program matters or other areas requiring technical engineering expertise.
Demonstrated ability to evaluate and approve moderately complex program/project specifications for completeness, compatibility, compliance with engineering principles, standards, codes, and design needs.
Working knowledge to oversee compliance regarding multiple construction materials and products.
Considerable knowledge and understanding of concepts, practices, and theories used in transportation engineering and the ability to use it in practice.
Additional Expectations:
Knowledge, experience and certification in sampling and testing asphalt, aggregate, concrete and soils materials used in highway construction. Knowledge and experience with HiCAMS database. Ability to safely navigate hazardous work situations at highway construction projects and material/product stockpiles while following established in-house safety procedures. Must be able to legally operate a state vehicle. Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
