General. The purpose of the Quality Control Inspector herein known as “QCI,” is to make sure the business operations are running smoothly and ethically. The QCI is tasked with reviewing and reporting areas of fraud, waste, and abuse. II. Purpose. To reinforce ethical behavior and compliance within the company setting. III. Materials. The QCI will need access to the following online logins and documents:

  • Fuel Account
  • GPS/Camera System Account and Contact Representative
  • Vendor Directory
  • Complete list of Company Vehicles
  • Complete list of Drivers
  • Route Genie
  • Fairmatics
  • Workforce IV.

Process . The QCI will be professionally trained on how to review each account and what to look for in terms of correct usage. The QCI will be required to make daily reports outlining his or her findings and disclosing them to upper management. V. Duties . The QCI will have several tasks within this department. The following highlights the main responsibilities of this position. a. Fuel Reporting. The QCI should know how to access the fuel account and review reports to properly identify those drivers with high fuel consumption. The QCI will pull the fuel reports for selected drivers and review against trip history for that specific period. The QCI should look for indications of theft of fuel. Certain red flags as back-to-back fill ups within a close time frame should be considered. The QCI will also be tasked with making sure all fuel cards are inside the correct vehicles. Fuel cards are assigned to a vehicle and NOT to a driver. However, this issue is becoming increasingly difficult to manage with vehicle switches and drivers not obeying company policy. To effectively bring down the number of occurrences, the QCI should do random checks to verify the fuel cards being kept in the designated areas inside the vehicles. Each vehicle should be equipped with a fuel card holder where the fuel cards for that vehicle should always remain. The QCI should also monitor the mileage being entered by the driver at the time of fueling their vehicle. One method the QCI could use to make sure accurate mileage is entered at the time of fueling is to have the drivers take a picture of the vehicle’s odometer when they arrive at the fuel pump. The drivers should send their name and vehicle number along with the photograph of the odometer to the QCI. Drivers who continue to report inaccurate mileage will lose fuel card privileges. b. Tracking GPS and Camera System. The QCI will routinely review the GPS Camera System in the vehicles. The QCI will verify each system is up and functioning daily. Each day, QCI should review and report all camera systems that are not functioning correctly. The QCI should immediately reach out to our vendor representative and to the R4H upper management team notifying them of the issue. Vehicles with GPS camera malfunctions typically should be taken off the road. The QCI should conduct daily footage reviews of drivers on the road. The QCI should randomly choose a handful of drivers and track their behavior. The QCI should monitor the driver’s level of professionalism to see if they are playing loud music or music that contains profanity. Listen to a driver’s conversation for vulgar or hostile language or topics that are considered controversial like religion, race, sexuality, gender and politics. In addition, the QCI should make sure there is no smoking in the vehicles and the vehicles are clean, drivers are properly in their work uniforms and that the passengers are wearing seatbelts or strapped in properly. The QCI should check to see if drivers are properly assisting passengers in and out of the vehicles. The QCI should also track where drivers are headed on their down time to limit fuel consumption and minimize liability on the road. Drivers should not make unauthorized stops or permit unauthorized passengers in the vehicles. c. Tracking Driver Performance. The GPS Camera System has many features that track driver behavioral patterns. It will be QCI’s responsibility to set up all tracking features in the system. The QCI should be monitoring the driver’s behavior patterns for issues of reckless or unsafe driving habits. This should include speeding, sudden or hard breaking and violation of traffic ordinances. d. Employee Hours. The QCI will also be tasked with monitoring employee clock in and clock out times. For employee drivers ONLY, the QCI will look at the time each driver started their trip in the company software system and match it with the clock in time logged in Workforce. These times should be the same. All employee drivers must clock in using the Workforce system when they are in the vehicle. The QCI must first look at the clock in time in Workforce and then cross reference it with the camera footage to verify if the driver was in the vehicle at the time of clock in. All office staff must clock in and out at their designated workstations. The QCI will login to Paychex and review the location of each employee’s clock in and clock out. VI. Reporting. To carefully review the work performance of the QCI, he or she will need to submit a daily summary of activities completed before clocking out. These reports should be detailed and list his or her findings along with recommendations for corrections. VII. Incentives. The QCI should be rewarded for work that meets the expectations of the company and minimizes fuel consumption, increases drivers’ level of performance and professionalism and reduces work fraud. Incentives should include a pay increase in company review, bonuses, benefits and more. All incentives will need to be supported with reason and approved by upper management.
