Full Job Description Purpose of Position :

To manager and coordinate water treatment plant operations, to include overseeing work of plant operators, reviewing plant data, ensuring quality of drinking water for public use, and ensuring compliance with regulatory requirements governing water production, treatment, and reporting.

Essential Functions :

(Must be able to perform these functions with or without a reasonable accommodation). Supervises, directs, and evaluates water quality staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts training/development activities. Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; conducts safety training and ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations. Manages workflow; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; assists with complex/problem situations and provides technical expertise. Prepares various reports for submission to regulatory agencies and management personnel; ensures timely submission of mandatory reports to appropriate agencies/individuals. Controls water treatment plant operations, coordinates maintenance programs and oversees maintenance of equipment at wells and tanks; conducts visual plant inspections and monitors plant operations/processes to ensure proper operations and to detect equipment failures, potential leaks, or other problem situations; makes adjustments in plant operations as appropriate; performs preventive maintenance checks and procedures on plant equipment; reports faulty equipment or problem situations to appropriate personnel. Utilizes computerized supervisory control and data acquisition (SCADA) system to monitor and control plant operations; monitors and adjusts SCADA settings as needed. Supervises and operates water treatment plant equipment to maintain adequate water flow, proper water treatment, and proper plant functions; records metered water flow gallons pumped; records hours of operation of pumps and motors; documents amount of chemicals used in a twenty-four hour period; determines proper dosage of chemicals for water system; administers additional chemicals when required; maintains proper tank levels; inspects pump motors and chemical feed equipment; adjusts chemical feeds as needed to meet regulatory requirements; visually inspects wells and records data at well sites; maintains contact chamber reservoirs; maintains corrosion control test sites; constructs bacteriological sample sites; reconditions dry chemical volumetric feeders; services and repairs chlorinators and metering pumps; installs water treatment chemical feed equipment; maintains vertical turbine pumps; operates and troubleshoots induction motors; flushes fire hydrants for water quality; troubleshoots problems in field as needed; maintains generators. Supervises and assists with collection of water samples from various sources or stages of processing for chemical analysis and chemical control testing; oversees bacteriological sampling activities; sends samples to state laboratory for bacteriological analysis; analyzes daily water quality samples; conducts daily chemical tests to control quality and to ensure compliance with federal and state regulations; conducts lead/copper testing; records test results; interprets microbiological reports. Reads and monitors gauges, meters, and charts to ensure proper plant operations; maintains logs/records of plant operations, meter/gauge readings, test results, chemical applications, equipment operations, and other data; maintains computer records. Communicates status of plant operations to appropriate personnel; communicates information pertaining to current plant conditions, malfunctioning equipment, problem situations or other issues. Supervises and performs plant maintenance, building maintenance, grounds maintenance, or general/manual tasks in support of department operations; fabricates parts for use in repair of equipment; digs trenches and shovels materials; loads/unloads materials; lifts/moves heavy materials. Supervises and performs general cleaning/maintenance tasks necessary to keep plant facilities, equipment, and tools in operable condition, which may include inspecting equipment, calibrating equipment, performing minor repairs, replacing parts, washing/cleaning equipment, or cleaning work areas; monitors equipment operations to maintain efficiency and safety; reports faulty equipment; coordinates maintenance/repair activities as required. Oversees inventory of department equipment, chemicals, parts, and supplies; ensures availability of adequate materials to conduct work activities; initiates requests for new or replacement materials; prepares product specifications. Performs administrative tasks associated with department operations; develops and submits budget for area of assignment; monitors expenditures to ensure compliance with approved budget; coordinates and reviews work schedules to ensure adequate coverage; prepares payroll records and performance evaluations. Prepares or completes various forms, reports, correspondence, lists, logs, checklists, charts, spreadsheets, attendance records, payroll records, performance evaluations, activity reports, regulatory reports, purchase requisitions, specifications, chemical orders, flow charts, well readings, laboratory reports, maintenance records, production reports, statistical analyses, or other documents. Oversees and performs customer service functions; responds to questions or complaints involving water quality or other issues; provides information, researches problems, and initiates problem resolution. Attends meetings and makes presentations as needed. Acts as a positive role model in all aspects of professional performance. Regular attendance is required as outlined in the company’s attendance policy.

Skills, Knowledge & Abilities :

Must be able to operate various machinery, equipment and tools associated with plant operations, which may include a utility truck, volumetric dry feeder, induction motor, chlorinator, chemical pumps, well pumps, vertical centrifugal pump, vertical turbine pump, metering pump, drum pump, SCADA monitoring system, digital cylinder scale, generator, air compressor, pressure washer, meters, gauges, spectrophotometer, scales, laboratory paraphernalia, line locator instruments, self-contained breathing apparatus, drill, grinder, diagnostic instruments, mechanic tools, carpentry tools, valve wrenches, hand tools, testing materials, radio communications equipment, or general office equipment. Must be able to operate a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, supervisory control and data acquisition (SCADA) system, Internet, e-mail, or other computer applications. Must maintain a comprehensive, current knowledge of applicable laws/regulations as they pertain to position. Must maintain an awareness of new trends and advances in the profession through professional literature, professional affiliations and workshops as appropriate. Must be able to perform job task and exercise independent judgment with a high level of accuracy. Ability to handle multiple tasks effectively, work under pressure and to prioritize. Must be able to proficiently read, write and communicate clearly in English. Must be able to maintain a positive and professional attitude and an effective working relationship with, and among coworkers. Must be able to travel throughout the Baldwin County area regularly and out of town occasionally. Ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; may include ability to calculate surface areas, volumes, weights, and measures. Must possess effective communication skills with ability to handle difficult people or situations. Must be able to use hands, fingers and wrist repetitively, using a keyboard. Must be able to stand and walk around regularly, both inside and outside, sometimes in inclement weather and on uneven terrain. Must be able to crouch, stoop, kneel, crawl and lift, carry, push and/or pull objects and materials up to 25 lbs.

Experience and Education Requirements High School Diploma or GED:

and Associate’s degree or Vocational/Technical degree with training emphasis in water/wastewater treatment plant operations; and Five (5) years of progressively responsible experience and/or training that includes wastewater treatment plant operations, laboratory operations, regulatory compliance, and supervision; or Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess a minimal Alabama Grade II Water Treatment Plant Operator License and obtain a Grade III license within 1 year of employment. Must possess and maintain a valid Alabama driver’s license and be insurable. Must pass a Drug Screen and criminal background check. Random drug screening required. Working Conditions Potential exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, fumes, machinery, electric currents, traffic hazards, water hazards, bright/dim light, hazardous materials, or toxic agents.
