NATURE OF WORK

The purpose of this position is to allow employees the required work experience and training required by the State of Alabama to qualify for Water Certification. This is a training position, not to be held by any one employee for more than 24 months. Continued regular full-time employment is contingent on the employee passing the Alabama Grade IV Water Certification Exam within 24 months. Upon obtaining the Alabama Grade IV Water Certification and completing probationary period, employee will be promoted to Operator I at a pay range of $24.16 to $37.79 per hour. Incumbents will be required to pass the Alabama Grade IV Water Operator Certification test within 24 months or face termination or transfer to an open position for which they are qualified. This is on-the-job (OJT) training to teach employees to perform semi-skilled/skilled work involved in the operation of a Grade IV Surface Water Treatment Plant to include the operation of unmanned facilities using

HMI/SCADA

computers. Trainee will be provided the necessary OJT and classroom instruction to prepare them to obtain a Grade IV Water Operator Certification. Employees work under the general direction of a Senior Operator and the specific supervision of a Certified Plant Operator. Work includes responsibility for assisting with the proper operation of equipment in water treatment plants. Employees check with certified operators on unusual problems, laboratory testing, and keeps necessary operating records and readings. Obtain and maintain a Grade IV Water Plant Operator’s certification from the State of Alabama.

ESSENTIAL DUTIES AND RESPONSIBILITIES

include, but are not limited to, the following: Performs study and reading assignments, observes and learns the techniques in the operation and maintenance of a Water Treatment Plant. Learn and assist certified operator in performing chemical analyses of water to determine the appropriate action to take in treating and providing potable water to the public. Learn and assist certified operator in taking bacteriological samples, incubating and reading/recording results as required by ADEM and the EPA. Learn and assist in regulating and adjusting chemical feeders. Learn and assist in making periodic rounds of the plant, checking charts, gauges, meters, chemical storage tanks, Electric motors, pumps, dual media filters, and other related equipment. Learn to operate Water distribution system using

computers. Learn and assist in preparation and maintenance of daily records, logs, and reports. Learn to assist with water complaint calls from customer service to determine the appropriate action to take in possibly testing the water. Learn to communicate competently and professionally with customers. Learn customer service call center, after hours, weekend and holiday emergency call out procedures. Performs increasingly complex duties assigned in the operation of a Water Treatment system. Climbs on platforms to check equipment and chemicals. Recognize when to Backwash dual media filters with established procedures. Performs routine and non-routine tasks, including backwashing filters and cleaning clarifier weirs. Performs general cleaning, painting, and repairing the general physical properties of the plant. Assist with cleaning tanks and basins when needed. Checks readings throughout the plant and performs mathematical computations. Check electric pump and motor bearings, oil levels, rings and couplings and reports discrepancies to personnel on shift. Picks up water samples throughout the plant by hand. Learns to take delivery of bulk chemicals from tanker trucks and verifies correct shipment. Lubricates mechanical equipment and pump packings. Maintains grounds and facilities. Washes and cleans vehicles.

REQUIREMENTS OF WORK

Ability to pass the State of Alabama certification examination required to obtain a Grade IV Water Plant Operator’s certificate within 24 months from hire date. Knowledge of water treatment processes with a background in mathematics and chemistry. Knowledge and experience in using computers and computer systems is required . Computer skills must be demonstrated to obtain this position. Knowledge of functions and mechanics of pumps and other mechanical equipment. Knowledge of the operation of electric motors, valves, and related equipment. Knowledge of the proper methods of lubricating mechanical equipment. Ability to take accurate readings, to keep/maintain State and Federal records and to make mathematical computations. Ability to learn how to test and accurately analyze water in accordance with State and Federal regulations to evaluate plant performances in the production of potable water. Ability to interpret the laboratory data and determine appropriate process changes. Ability to understand and follow oral and written instructions. Ability to work rotating 12-hour shifts, a normal 5-day work week with up to 12-hour shifts, holidays, and overtime when required. Ability to communicate and work with the public using tact and courtesy. Ability to paint, clean, repair, calibrate, adjust, and perform minor repair, to electrical, mechanical, hydraulic, and pneumatic- control devices are desirable. Ability to learn to perform preventive maintenance of plants, systems, and equipment. Ability to establish and maintain effective working relationships with other employees and supervisors.

REQUIRED TRAINING AND EXPERIENCE

High School diploma or equivalent. Obtain passing score on State of Alabama Grade IV Water Plant Operator examination within 24 months of hire date. Proficient in the use of Microsoft programs such as Excel, Word, and Outlook. Have and maintain a valid driver’s license and be insurable by the Board’s insurance carrier.

DESIRED TRAINING AND EXPERIENCE

Alabama Water Plant Operator Certification Grade II or IV. Knowledge of water quality and treatment technologies. Experience in laboratory procedures. Training in mechanical and electrical systems and repairs. Proficient with computers using spreadsheets, Labworks, work order management, and computer system monitoring and controlling programs. Experience in mechanical repair and maintenance work of pumps. Training courses in operations and Safety.

PHYSICAL ABILITIES

Ability to see, hear and speak in normal ranges and tones. Ability to lift 50 pounds. Ability to carry 90 pounds (example: jackhammer) for a distance of 50 feet. Ability to climb ladders and elevated tanks and check equipment and chemicals, including hazardous chemical tanks during inclement weather. Ability to climb stairs, climb on platforms to check equipment, pull high pressure fire hoses up to 2-1/2 inches in diameter, and descend into tanks. Ability to traverse and climb upon equipment for inspections and to inspect equipment from all angles. Ability to lift, bend, stand, and climb stairs and ladders to three stories (up to 200 feet on water storage tanks) in both indoor and outdoor settings.

WORK ENVIRONMENT A

majority of this work will be performed at the water treatment plant, buildings close to the plant and outside during ambient weather. Additional work may be performed at other treatment facilities.
