Expected Starting Hourly Range:

$23.67•$29.59 This classification performs inspections, monitoring and sampling of industrial and commercial facilities to ensure compliance with the County’s Sewer Use Ordinance, in support of the County’s Industrial Pretreatment and Fats Oil and Grease (FOG) Programs, and sampling, monitoring and field testing, in support of the Wastewater Division. This position also includes routine laboratory analysis and reagent preparation. Working Conditions Indoor/Outdoor environment; high noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 100 lbs. with assistance. Job Description Essential Functions These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position. Inspects and samples industrial and food service facilities discharging to the County’s sanitary sewer collection system. Identifies and inspects commercial facilities and/or operations that may be required to pre-treat process wastewater prior to discharging into the sewage collection system; identifies sources of grease entering the sewage collection system. Reviews discharge permit applications for consistency with federal, state, and local environmental regulations. Prepares written reports and correspondence using the computer and maintains enforcement case files. Issues Notice of Violation dealing with enforcement of environmental rules and ordinances. Monitors and samples surface waters contaminated by sewage overflows. May access sampling sites by using a boat when necessary. Performs accurate routine laboratory and field analyses. Prepares reports on industrial site compliance, food service facility operations and site inspections. May prepare and transmit spill reports to Florida DEP. Calibrates and maintains composite sampling field equipment. Calibrates and maintains field analytical instruments and field sampling equipment. Maintains adequate supplies of sampling containers and chemical preservatives. Works closely with collections and lift station staff to identify and eliminate problem areas in the sewage collection system. Performs inspections of sanitary sewer lines and sewage lift stations to identify problems caused by grease or chemical discharges. Provides technical support to the Wastewater Division in the form of field sampling and field measurements as they relate to water quality. This includes (but may not be limited to) the collection of wastewater, reuse water, potable water, ground water, surface water, and biosolids samples. May oversee the set up and performance of bacteria feed aeration equipment in the sewage collection system. Properly collects, evaluates against standards, analyzes and interprets scientific and/or technical data, and accurately prepares applicable reports. Works independently, often without direct supervision; works on-call status and overtime as required. Understands mathematics, chemistry, and biology as applied to industrial process and food service wastes. Reacts properly and quickly when faced with dangerous situations in the sewage collection system; works quickly and accurately under stressful conditions. Communicates clearly, effectively and tactfully, orally and in writing; understands and follows oral and written instructions. Performs other related work (including weather or other extreme emergency duties) as required. Minimum Qualifications High school graduate/equivalent required. Minimum of two (2) years’ experience in environmental field sampling, laboratory analysis, FOG control, industrial pretreatment or wastewater operations. Confined Space Entry Certification (or must obtain within 6 months of hire) Class “C” Industrial Pretreatment Program Inspector certification from the Florida Industrial Pretreatment Association (or must obtain within 18 months of hire) Fats, Oils and Grease Management Level 1 certification from the Florida Industrial Pretreatment Association (or must obtain within 18 months of hire) Valid Florida driver’s license (or must obtain within 30 days of hire). More College level courses in general chemistry or biology highly desired. Prior lead or supervisory experience desired.

Knowledge, Skills, and Abilities:

Ability to bend and stoop to take samples; ability to move up to 50 pounds. Ability to traverse uneven and/or wet terrain. Ability to identify colors and odors. Ability to effectively perform duties under varying climatic conditions and work safely with various chemical agents, odors, fumes, or other hazardous materials. Ability to swim a minimum of 100 yards with USCG-approved flotation device.
