WORK OBJECTIVE

$1000.00 SIGN-ON BONUS!!! Performs semi-skilled work in the construction, maintenance and repair projects relating to water, reclaimed water, and wastewater utility systems. Operates equipment in connection with tasks. Work requires customer contact beginning with the new meter installation, to the turn on/off function, to service repairs. Maintenance includes hydrant maintenance and troubleshooting meters, service taps, and main breaks. Investigates and remediates water- quality issues. Performs related work as required. Work is performed under the supervision of the Utility Supervisor.

ESSENTIAL FUNCTIONS

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. Reads and troubleshoots meters; disconnects and reconnects water services; investigates and remediates water quality complaints; makes contact with homeowners to discuss findings via telephone or in person. Operates power tools including cut-off saw, water-main tap machine, chainsaw, weedeater, power drill, reciprocating saw, pneumatic-powered boring torpedo, generators, and air-powered tools. Maintains availability for on-call rotation work status. Operates heavy equipment including valve exerciser, front-end loader, bobcat, backhoe, forklift, dump truck, and excavator. Maintains, cleans, refuels, and organizes vehicles; stocks inventory with needed parts and equipment; reports any needed repairs/issues to fleet division; purchases tools and parts to perform daily tasks. Repairs and replaces stuck potable and reclaim water meters; responds to low water flow and water quality complaints; troubleshoots and repairs water leaks; tests water meters for flow and accuracy. Maintains inventory, stocks new and existing parts and materials; maintains City-issued electronics including cell phones and laptops; reports inventory levels to supervisor. Maintains power tools including saws, pumps, drills, etc. Maintains clean and orderly utilities office. Receives and processes work orders; inspects right-of-way driveway aprons and sidewalk construction for utility-related concerns; locates and marks utility lines; prepares and maintains files and records relating to daily activities. Makes visual inspection of all City utility facilities located in the right-of-ways; locates utility lines, valves, and hydrants for contractors; flushes hydrants and mains; checks lines for chlorine content. Performs intermediate plumbing, including PVC, pipe fittings, polyethylene tubing, and threaded-pipe repairs. Repairs and replaces water service lines, water mains, meters, wastewater laterals, wastewater gravity lines, and wastewater force mains; repairs sewer cleanouts and manholes. Assists in maintaining lift stations. Serves as essential personnel during natural or man-made disasters and emergencies. Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Must be at least 18 years of age. Requires a high school diploma or G.E.D. and six months of experience in water and wastewater utility maintenance, construction, or Level III DEP Water Distribution, or Wastewater Collection Systems Technician certification as approved by FSAWWA or FW&PCOA, or closely-related experience. Availability to work on-call rotation is required. Requires OSHA-approved Trench Safety training certification and Florida Department of Transportation Maintenance of Traffic Intermediate certification (FDOT MOT) within twelve (12) months of employment. Requires a valid driver’s license (must obtain Florida driver’s license within thirty (30) days of employment). Utility Technicians with a Class B Commercial Driver License with tanker endorsement may be eligible for CDL Incentive if needed for department operations.

Knowledge, Skills and Abilities:

Knowledge of the water distribution, reclaimed water and wastewater collection operation, repair and maintenance. Knowledge of the City’s street system. Knowledge of meter and valve installation, maintenance and repair techniques. Knowledge of the safe use, operation and preventative maintenance of the equipment to which assigned. Ability to read blueprints. Ability to use line locating equipment. Ability to keep records of work performed. Ability to follow oral and written instructions. Ability to perform manual labor for extended periods, often under unfavorable weather conditions. Ability to lift heavy items. Ability to read and enter work order data into the system. Ability to establish and maintain effective working relationships with associates and the general public.
