This position requires the applicant to successfully pass a drug screening. Under the direction of the Utility Systems Assistant Director or designee, this position performs technical and administrative work in developing goals and objectives of managing the water treatment facilities and associated divisions within the department. Overall supervisory and management responsibility of the Utility’s Water facilities team, including Capital Improvement Project (CIP) and infrastructure asset management program functions through extensive analysis of maintenance, rehabilitation, and replacement. Facilitates the development of public trust and confidence in the City’s Utility.

This position is an Essential classification and is required to report to duty before, during, and immediately after a civil emergency.

EXAMPLE OF DUTIES

Keeps the mission, vision and values of the City of Port St. Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintaining high levels of work and productivity by generating innovative solutions to work situations.

Manages and directs the work of division leadership team to streamline efficiencies including the setting of priorities, personnel objectives, overseeing the implementation of new systems, and providing managerial guidance within the division. Assists in making procedural and operational recommendations of water treatment facility operations and McCarty Ranch Water Quality division to the Assistant Utility Director and/or designee.

Assists in planning, organizing, directing, and participating in the work of staff engaged in the design and operation of the water systems and in the construction and maintenance of lines, services, etc.

Assists to direct the construction, operation and maintenance of water supply and treatment, and water quality systems.

Consults with and assists engineers and/or technical staff regarding needed field improvements, modifications, and replacement of equipment.

Develop schedules and strategic plans for water treatment plant operations, McCarty Ranch water quality division and other contractual work, develop and implements planned preventative maintenance programs.

Inspects work in progress, coordinates work activities and programs directly related to water treatment plant operations and McCarty Ranch water quality or associated divisions.

Participates in the preparation of the department budget. Assists to formulate long range plans and cost estimates pertaining to future expansion of water systems. May assist to present findings and make recommendations for discussion and action.

Responsible for cost and technical reports on field-related operations, budget development and proposals; review requisitions for maintaining operations and systems.

Maintains and enforces departmental rules and regulations in accordance with personnel rules and regulations, policies, and procedures.

Ensures that the Asset Management System is continually updated and utilized.

Continuously seeks innovative process control improvements for greater treatment efficiencies.

Strives to remain aware of any cost saving measures that may become available.

Follows Legislative/FDEP/SFWMD rule changes that could impact the Utility.

Enhancement and enforcement of all security measures at all water facilities.

Develop long-range strategic plans for the Water treatment division and expand the forecasting period from five to thirty years out.

Aids in the succession planning process and development of staff.

Other duties may be assigned.

SUPERVISORY

RESPONSIBILITIESCarries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
