Job Description Summary The purpose of this job is to manage operations of the Water Production Division. Ensures treatment plant operations comply with rules and regulations. Administers division budget. Develops, implements, and reviews plant policies, goals, and standard operating and maintenance procedures. Essential Duties and Responsibilities

Employees may be requested to perform job-related tasks other than those specifically presented in this description Supervises, manages, and evaluates assigned employees and makes decisions about hiring, and discipline of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and/or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries; and acts as liaison between employees and management. Ensures treatment plant operations and water quality comply with local, state, and federal regulations, guidelines, and standards. Supervises and prepares reports documenting water quality standards and operations. Oversees and develops division budget, manages regular division financials, and maintains accountability through requisition process and material procurement. Develops, implements, and reviews plant policies, goals, and standard operating procedures. Initiates source water quality studies and data collection. Develops plans to meet future water demand needs. Participates in American Water Works Association, Missouri Rural Water Association, Missouri Water Wastewater Association, and other public hearings. Regular attendance is a necessary and essential function. Performs other duties as assigned. Supervisory Responsibilities Work requires managing and monitoring work performance by directing multiple groups of employees across more than one business function, including making decisions on hiring, disciplinary actions, evaluating program/work objectives and effectiveness, conducting performance evaluations, and realigning work and staffing assignments, as needed. - An equivalent combination of education, training and experience will be considered Education and Experience High School diploma or equivalent.
Associate’s Degree or 2 years of college preferred. 5 to 7 years’ experience in supervision of water production operations and/or maintenance. Licenses or Certifications Class A Water Operators’ certificate from Missouri department of Natural Resources preferred. Valid driver’s license. Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position
Knowledge of:
Principles, practices, equipment, materials, and operating procedures of water plants, equipment, and pumps. Business and management principles involved in strategic planning, resource allocation, and/or production methods. Principles of statistics, sampling, and probability theory. Safety standards and precautions related to water treatment. State and federal standards and regulations related to the operation of a drinking water system. Managerial best practices and methods. General office practices, administrative procedures, and records management. Common business software applications such as Microsoft Office.
Skill in:
Communicating verbally and in writing to meet the needs of the audience. Applying active listening and asking questions for understanding. Monitoring and assessing the performance of employees or organizations to make improvements or take corrective action. Developing and maintaining effective working relationships.
