Job Description

WWTP -Supervisor ORC Town of Maiden 19 North Main Avenue, Maiden, NC 28650 An employee in this class serves as the Operator in responsible charge and supervises the daily operations of the plant to treat and dispose of wastewater and of multiple pump stations to move waste in an environmentally safe manner. Work is performed in accordance with state and federal laws and regulations. Work involves planning and assigning work to subordinates, inspecting the operations of the plants through observation and analysis of laboratory results, ensuring proper preventive maintenance and repairs, and overseeing the operations of a state-certified laboratory testing. Work also involves developing and managing annual and capital budgets, establishing and maintaining records and reports necessary for full compliance with all regulations and for effective decision-making on a daily basis, and motivating, coaching, and insuring effective productivity of plant personnel. Work involves public contact, sound judgment and initiative. The employee is subject to the hazards associated with working around raw wastewater and treatment machinery including hazards of noise, vibration, proximity to moving mechanical parts, electrical current, exposure to chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and may be required to enter crawl spaces, sewage and water line pipes, and other hazards and use protective breathing equipment. The employee may also be subject to the final OSHA standards on blood borne pathogens in coming in contact with raw wastewater. Work is performed under general supervision as to matters of policy, budget, long range plans, personnel matters, and work priorities. Work is evaluated through conferences and reports for productivity, and compliance with required laws and regulations.

Duties :

Serves as Operator in Responsible Charge of a Grade III Wastewater plant. Supervises work of subordinates engaged in plant operations and process control, laboratory analysis, and preventive maintenance and repair of plant equipment and facilities and related pumping stations. Establishes, maintains, and analyzes a variety of reports as required and as needed for effective plant operation decision-making. Supervises laboratory operations; reviews reports and records for accuracy and to review operations; supervises in-house certified and contracted tests analysis of more complex properties; takes samples and runs tests as back-up lab technician. Develops and recommends plans for improvement, maintenance and repair annual and capital budgets to assure necessary resources for plant operations and adequate capacity of the plant; administers approved division budget; orders and purchases supplies, chemicals, etc. Supervises and participates in preventive maintenance programs for plant equipment and facilities; participates in repair activities and coordinates major repair problems with Public Works/Utilities and contractors; may assist with major repairs. Participates in selection; trains and ensures proper training and certifications obtained, motivates, coaches, and conducts performance evaluations; takes disciplinary action and dismisses personnel while keeping Town Manager informed. Performs the duties of the Treatment Plant Operator including participating in pump maintenance and repairs as needed. Coordinates and works engineer, contractors and state officials. Serves as the pre-treatment coordinator; monitors and permits industries; allocates appropriate discharge limits in accordance with EPA standards; takes samples to determine compliance; develops compliance schedule/plan and takes other enforcement actions for violation Performs related work as required.

Typical Qualifications :

Graduation from high school with additional coursework in chemistry, biology, mathematics and mechanics and considerable wastewater treatment experience, including supervisory experience, or an equivalent combination of education and experience. Thorough knowledge of the principles and practices of water and/or wastewater treatment including operations, pre-treatment, laboratory analysis, preventive maintenance practices, and sludge disposal methods and regulations or watershed management. Thorough knowledge of the local, state, and federal laws and regulations relating to water and/or wastewater treatment and related safety practices. Considerable knowledge of chemistry and mathematics. Considerable knowledge of Town budget, purchasing, and personnel policies and practices. Considerable knowledge of laws and regulations relating to industrial discharge and pre-treatment requirements and enforcement practices. Working knowledge of effective supervisory practices including motivation, communications, delegation, discipline, performance review, and other supervisory practices. Working knowledge of mechanical, electrical, and electronic trades as applied to wastewater treatment facilities and equipment maintenance and repair. Ability to operate computer for data storage, retrieval, and analysis. Ability to analyze information and make effective decisions. Ability to establish and maintain effective working relationships with regulatory officials, contractors, supervisor, employees, and the general public. Ability to communicate effectively orally and in writing.
