Job Description The City of Raleigh Public Utilities Department, now also known as Raleigh Water, provides water and sanitary sewer services to roughly 198,000 metered customers and a service population of about 600,000 people in Raleigh, Garner, Wake Forest, Rolesville, Knightdale, Wendell and Zebulon areas. Our mission is to provide safe, sustainable water services for our customers while protecting public health and contributing to the economic, environmental, and social vitality of our communities. The Maintenance Specialist functions as the primary crew leader and heavy equipment operator for each construction crew assigned to the Repair Program within the Sewer Maintenance Division. Crews within this program are tasked with repairing deficiencies found within the sanitary sewer collection system, as well as responding to emergency calls. In addition to heavy equipment operation, incumbents also provide crew supervision, hauling/transport, jobsite planning, work documentation, and manual labor support functions for assigned work.
Work Location:
This position will report to the Public Utilities Water Distribution to 1715 Wendell Blvd, Wendell, North Carolina. Staff assigned to this role will provide functions critical to completion of the following tasks: Daily vehicle and equipment inspections Acts as lead worker overseeing all aspects of job completion, including managing subordinate staff on jobsites and monitoring of work-related tasks Jobsite planning, setup, and teardown Safety tailgate briefings prior to assigned work Haul heavy equipment to and from job sites Maintenance and operation of wide range heavy equipment including various excavators, backhoes, track hoes, track dump trucks, skid steers, etc.

This position carries with it an on-call requirement which includes 8 hours of paid standby time per on-call week, plus the potential to earn overtime pay at 1.
5 times the normal hourly rate for hours worked over 40. Duties and Responsibilities Performs semi-skilled or skilled general maintenance with appropriate maintenance tools and equipment in adherence with safety policies, procedures, and applicable codes and regulations
Serves as a lead worker, assigning work and monitoring completion
Operates and maintains assigned equipment and tools, which may include grading/excavating, collection and removal of debris, refuse and/or snow; and/or material application and distribution; plans routes and sets up work areas for safety and operational efficiency; oversees set up traffic control measures
Utilizes heavy equipment to excavate sanitary sewer mains, manholes, and other appurtenances within the public right of way, in close proximity to adjacent utilities. Inspects items to ensure safe operation, performs routine repairs and replacements, completes preventative maintenance, and identifies need for replacements or advanced repairs
Plans, monitors, and reviews inventory, resources, and material needs. Initiates orders for necessary resources, coordinating repairs and maintenance services with contract workers and trade specialists as needed
Sets up and tears down traffic control work zones and various safety equipment, including trench boxes, hydraulic shoring, and confined space equipment
Instructs staff completing various manual labor tasks, such as cutting asphalt streets or concrete sidewalks, hand digging to locate buried utilities, loading/unloading heavy equipment, using gas-powered saws to cut and remove damaged sewer pipes, installing new sewer pipes/fittings, replacing sewer manhole rings/covers, backfilling excavations, cleaning work sites, hauling/disposing of materials, and performing site restoration activities
Documents work progress and complete electronic work orders. Responds to customer generated calls and investigate reports of issues to determine appropriate corrective actions
Supports the City’s emergency response during inclement weather, including debris cleanup after severe storms and snow and ice response for Division facilities
Fills in, as needed, as the assigned Utilities Specialist, Senior (Field Supervisor) during absences or vacancies
Typical Qualifications Education and Experience:
High School Diploma or GED and four years of assignment-related equipment operation/driving experience or formal trades experience, or experience related to the fields listed below as shown:
Landscaping:

Licensing and Certifications:
Valid North Carolina Class C Driver’s License with a satisfactory driving record, or the ability to obtain within 60 days of hire
Valid North Carolina Class A Commercial Driver’s License with a satisfactory driving record, or the ability to obtain within 90 days of hire
NC WPCSOCC
Collection System Operator Certification Grade I, or the ability to obtain within 1 year of hire
