COMMUNITY ENGAGEMENT SPECIALIST
Nassau County Board of County Commissioners Yulee, FL 32097 JOB Under limited supervision, effectively and efficiently directs the operations of the volunteer program, off-site adoption and community events, and social media outlets. Recruits, trains, evaluates and recognizes volunteers. Acts as a member of the leadership team to set goals, monitor volunteer and outreach operations and maintain partnerships within the community to forward the goals and objectives of the County; creates a robust and active website and social media presence to promote adoptions and market and advertise programmatic initiatives.
EXAMPLE OF DUTIES
Develops, implements, and manages volunteer and outreach programs for the Department.
Coordinates and directs the development of the volunteer program; uses program data to analyze program effectiveness and makes recommendations for modifications for improvement, as needed.
Recruits, interviews, and screens potential volunteers; develops and implements strategies to recruit, recognize and retain volunteers.
Oversees the orientation and training of volunteers, ensuring alignment with the Department’s mission and philosophy; updates orientation and training materials, as needed.
Ensures adherence with Countywide and departmental safety protocols. Ensures volunteers carry out their responsibilities in a smooth, efficient, accurate, professional manner. Responds to inquires regarding the volunteer program.
Assists in resolving disputes and the dismissal of volunteers not fulfilling the requirements of their duties.
Creates and disperses regular volunteer communications.
Tracks volunteer’s hours and performance, reports to and collaborates with assigned supervisor to resolve issues.
Develops and maintains a volunteer needs assessment in conjunction with all departmental divisions.
Develops, maintains, and updates a volunteer manual for internal use that provides information and guidelines for all volunteer staff. Develops associated department forms as needed.
Creates job descriptions for all volunteers, ensuring compliance with requirements.
Ensures volunteers have appropriate responsibilities that align with their skillsets and interests.
Maintains communication with supervisor and other staff as required.
Develops and maintains a robust foster program.
Creates and maintains an off-site adoption schedule to maximize public access to adoptable animals, increase adoption success rates and facilitate positive placements for animals. Utilizes volunteers as off-site adoption ambassadors.
Maintains record-keeping system for off-site adoptions and events.
Coordinates public education events and community outreach presentations with schools, churches, civic groups, neighborhoods, and various other community organizations.
Ensures proper implementation of organizational programs, policies and procedures.
Ensures a regular social media presence; creates, implements and maintains an engaging and effective social media plan, to include the enhancement of fundraising and donations.
Coordinates, updates and maintains current and relevant information on website, Facebook, and other social media outlets to forward adoption, foster and rescue efforts and effectively market program activities, events, and initiatives.
Answers the telephone; provides information as requested and/or forwards calls to appropriate staff person; takes messages asneeded.
Greets and assists sheltervisitors, as needed.
Managesthepreparationandtrackingoffilesforallprojects, events, grantsand/orrelated projects.
Assists supervisor in the preparation of the annual budget to include providing requests and justifications for budget requests. Manages and monitors expenditures to ensure adherence to approved budget.
Interacts and communicates with various groups and individuals such as the immediate supervisor, volunteers, co-workers, County personnel, Board of Commissioners, news media, consultants, various other Government agencies, vendors and the generalpublic.
Operates a variety of equipment, which may include a computer, typewriter, fax machine, copier, recording equipment, telephone, calculator,etc.
Operates a vehicle.
Coordinates special projects and events asassigned.
Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides adequate notice to higher management with respect to vacation time and leave requests.

SUPPLEMENTAL INFORMATION
Knowledge of the methods, policies and procedures of the Department and County as they pertain to the performance duties of the Community Engagement Specialist. Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Knowledge of the organization of the County and of related departments and agencies. Ability to comprehend, interpret and apply regulations, procedures and related information. Ability to function independently and exhibit initiative and sound judgment. Knowledge of volunteer programs and fundraising strategies. Ability to effectively operate social media, digital and traditional communication tools. Ability to effectively resolve conflicts. Ability to effectively monitor and manage allocated budget. Ability to demonstrate excellent interpersonal skills. Skilled in secretarial, bookkeeping and clerical areas. Knowledge of modern office practices and technology. Knowledge of proper English usage, punctuation spelling and grammar. Ability to perform required mathematical calculations. Ability to type accurately at a rate sufficient for the successful performance of assigned duties. Ability to operate and maintain a variety of office equipment as necessary in the performance of daily activities.
Ability to use a computer for word and data processing. Skilled in applying a responsible attention to detail as necessary in preparing reports and correspondence. Ability to prepare routine reports and correspondence with accuracy and in a timely manner.
Ability to read and interpret various materials pertaining to the responsibilities of the job. Ability to maintain confidentiality as required. Ability to take the initiative to complete the duties of the position without the need of direct supervision. Ability to use independent judgment in performing routine and non-routine tasks. Ability to plan, organize and prioritize daily assignments and work activities. Ability to offer training and assistance to co-workers and employees of other departments as required. Ability to learn and utilize new skills and information to improve job performance and efficiency. Ability to perform duties in a courteous manner and with the utmost integrity in the best interest of the public. Ability to work under stressful conditions as required. Ability to react calmly and quickly in emergency situations.
