PURPOSE OF CLASSIFICATION
The purpose of this classification, under the general direction of the Chief Information Officer, is to manage and supervise unit employees and to research, design, plan, organize, direct, configure, operate, and maintenance of outside plant, structured cabling, access control, video surveillance, power backup systems, and wireless telecommunications systems. Manages projects and performs advanced systems analyses. Maintains and supervises qualified Telecommunications Division staff by recruiting, selecting, orienting, training and evaluating employees under its purview. Employees in this classification perform administrative, supervisory, and technical work. The position is responsible for reviewing and procuring hardware, software, and support services. Incumbent manages processes and relationships for successful completion of projects and tasks, employs effective communications skills, establishes and maintains effective working relationships with customers, co-workers, and suppliers, provides technical support and training to users and staff, and establishes and enforces policies and procedures. Participates in strategic planning, budgeting, accounting, and contract management.
ESSENTIAL FUNCTIONS

Accomplishes positive staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; initiating, coordinating, and enforcing systems, policies, and procedures. Provides leadership and staff coordination for technical programs and projects. Responsible for providing support of physical networking components for the systems, as well as planning, analyzing, designing, implementing and maintaining complex software and hardware systems Maintains organizational effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies. Read and interpret blueprints and plan sets for project planning and execution. Completes projects by coordinating resources and timetables with user departments. Provide cost estimation for associated projects. Verifies application results by conducting system audits of technologies implemented. Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; benchmarking state-of-the-art practices; participating in professional organizations. Preserves assets by implementing disaster recovery and back-up procedures and information security and control structures. Prepares and submits technology related capital and operational budgets. Adheres to established project management disciplines including customer needs definition, project planning and document creation, procurement, work execution, controlling and monitoring, and project closure and handoff. Acts as liaison between users and vendors regarding problems or new applications.

MINIMUM QUALIFICATIONS
(Education, Training, and Experience) Bachelor’s degree in Information Technology, Computer Science, Computer Networking, Physical Sciences, Engineering, or related field with a minimum of 5 years of progressively responsible experience, working in outside plant, structured cabling, video surveillance, computer power systems, computer network administration, software systems administration, technical project management, formulating systems specifications, and interfacing with third party providers and consultants. Two years’ experience as team leader or technical supervisor, strong business skills, including effective written communications, required. The preferred candidate will have experience managing systems in a complex network environment with emphasis on telecommunications, fiber optics wiring and support equipment, IP camera and access control systems, low voltage wiring, UPS and Power Distribution systems. Must be knowledgeable and practice cybersecurity and best practices guidelines to secure telecommunication-related appliances and software. Position requires a fair blend between office and field work. Must possess and maintain a valid state of Florida Driver’s License.
