The Community Relations Analyst for Engagement & Accessibility will play a pivotal role in enhancing the department’s community partnerships and collaborative efforts with a focus on engagement and accessibility. The Community Relations Analyst for Engagement & Accessibility serves as a part of the Community Relations team and reports to the Community Relations Supervisor, developing programs and implementing initiatives to ensure that all departmental programs and initiatives are accessible to all community members. This role prioritizes programming and resource development that aims to support community members with language access needs, as well as the those with functional needs and/or members of the disability community. This role works closely with the ADA Compliance & Accessibility Coordinator and will support Boards and Commissions as a staff liaison as needed. This position offers a hybrid/flexible schedule, and is required to attend, lead, and/or support evening and weekend activities as needed.

The successful Community Relations Analyst for Engagement & Accessibility will merge their passion for community and social impact with their skills in developing accessible and inclusive programming to support the Department of Equity & Inclusion’s Community Relations program. This analyst will bring their expertise and experience working with communities with historically limited engagement due to language proficiency or disabilities. This analyst will bring a deep commitment to fostering an inclusive environment for all residents and visitors alike, and an expertise with language accessibility resources with a spirit of collaboration and advocacy. Through education/awareness, community partnerships, policy development, assessment, and action planning, the department works to ensure that all community members are able to cultivate a strong sense of belonging and identify opportunities for transformative collective change. Duties and Responsibilities Language Access Coordination Manage day to day operations related to translation and interpretation needs as requested for and by community members Develop and maintain data and records for resources related to language access services provided by the City of Raleigh, including tracking budgets and associated costs Assist in the coordination and process of translating documents, including liaising with contractors and certified translators or interpreters and providing knowledge and translation or interpretation services (if applicable) Establish and maintain relationships with internal partners, stakeholders, and community members to support language access initiatives Monitor and assess community members’ experience with language access services Programming & Community Outreach Develop and lead programs and initiatives that encourage participation of community members with limited English-proficiency and/or functional needs. Lead the promotion of language access and engagement accessibility services within the department Collaborate with organizational and external partners, including community leaders and non-profits, to enhance engagement from community members with language and disability related accommodations Serve as a resource to assist staff, key stakeholders, and in understanding barriers and dynamics in LEP (Limited-English proficiency) and disability communities Research and put forth recommendations for programming and initiatives that advocate for full participation from the LEP and disability communities, including the use of assistive technology and digital accessibility tools Boards & Commissions Support Attend all meetings for assigned advisory board or commission, and support meetings, programs, or initiatives for other departmental boards and commissions, as needed Work closely with the board/commission to develop and execute Council-approved workplan, ensuring alignment with organizational strategic plan and priorities. Manage administrative tasks such as updating public meeting agendas and notes, coordinating City communications support, purchasing, room reservations, record keeping, and liaising with City staff to execute BCCs operations, ensuring adherence to city policy, North Carolina State laws, and bylaws Provide regular updates to staff and advisory board, commission or committee members regarding important issues related to the work of the advisory board, commission or committee. Other Duties Support flagship departmental programs and initiatives, including key trainings and workshops Maintain a commitment to advancing the work, the mission, and vision of the department. This position will be expected to remain up to date on the issues and trends that impact the community and associated implications for local government.

Typical Qualifications Education and Experience:

Bachelor’s Degree in business or public administration, urban planning or directly related field and one year of professional neighborhood outreach, citizen participation or community development experience OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Preferred Qualifications:

Two years of experience in the following areas: Language access and accessibility services and program administration, with a focus on translation and interpretation services Community engagement and outreach services for diverse or marginalized communities Executing community outreach and programming for communities with varying language and accessibility needs Local government and non-profit organizations Exceptional written and communication skills in English; Fluid or proficient in Spanish or another language Demonstrated understanding of and commitment to equity, inclusion, and accessibility principles, frameworks, and practices Interpretation and/or Translation Services certification ADA & Accessibility Services certification

Understanding of laws and regulations related to public accommodations and accessibility Exceptional analysis, communication, and relationship-building skills Application of critical thinking and analysis principles Understanding of best practices, trends and emerging technologies related to language access and accessibility Exceptional customer service skills Application of principles and practices of program administration and management Demonstrated collaborative approach

ADA and Other Requirements:

Positions in this class typically require standing, walking, fingering, talking, hearing, seeing and repetitive motions.

Light Work:

Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.

Working Conditions:

Work is routinely performed in an indoor, office environment.
