THIS IS AN INTERNAL POSTING FOR CURRENT SCDPS EMPLOYEES ONLY

Under the supervision of the Telecommunications Commander and Telecommunications Executive Officer. Responsible for the administrative duties required of a Telecommunications Manager in the TCC. Ensures the TCC is in compliance with established regulations and procedures. Performs all tasks/duties which are not directly related to radio operation, yet is responsible for these duties as well when necessary. Responds to emergencies by being on call 24 hours a day, 7 days a week.
Manages day-to-day activities of Telecommunications Center (TCC), assuring that the TCC complies with all State, Federal, and DPS regulations, policies, and procedures. Helps to develop and implement procedures for receiving and dispatching information to all law enforcement personnel. Ensures personnel are adequately trained in accordance with the TCO Manual of Operations.
Reviews and updates the Center’s operating procedures and continually analyzes telecommunications equipment. Makes recommendations for changes to Telecommunications Commander. Operates radio and telephone equipment as needed.
Responsible for work schedules, time sheets, leave slips, and other related paperwork. Represents the agency and attends meetings related to the Telecommunications Unit with the Telecommunications Commander or in their absence.
Assist the Telecommunications Commander in developing emergency operation procedures for the center. Including EPD operations, personnel coverage, and emergency backup power and communications ability. Acts as an essential employee during hazardous weather and emergency events (e.g., hurricanes, snowstorms).
Completes Employee Performance Management Systems (EPMS) Evaluations for subordinate personnel before the due date and ensures that all quarterly evaluations for new employees are completed on time.
Minimum and Additional Requirements
State Minimum Requirements
A high school diploma and journey-level work experience in the maintenance and repair of electronic communications equipment, in telecommunications or computer operations. An associate degree in a technical communications discipline may be substituted for the required experience.
Agency Additional Requirements
High School Diploma and at least six (6) months experience as a SCDPS ATCS or TCS. Must be up to date on all certifications.
Possess a thorough knowledge of rules, regulations, and policies governing the operation of a Public Safety Telecommunications Centers. Must be able to plan, organize, and set priorities to ensure that multiple responsibilities are effectively managed and completed. Possess the skills necessary to manage and supervise employees, often dealing with complex and difficult situations. Demonstrate sound judgment and a calm demeanor in crisis or emergency situations. Full-function certified in SLED/CJIS and

FBI/NCIC

computer systems or obtain this certification within six months of selection.
Works independently, using personal judgment and discretion, to make responsible decisions about office management under the guidance of the Telecommunications Commander, the Telecommunications Executive Officer, and the Operations Lieutenant.
The TCM position is an essential position. Responsible for the complete operation of a TCC, as well as working a position on the radio and/or NCIC terminal. On-call 24 hours a day, 7 days a week to respond to emergencies. Must be able to work rotating twelve-hour shifts as needed, which include days, nights, weekends, holidays, and irregular hours on short notice.
