Commissioner’s Office Salary:
$50,000 – $60,000 DOE/DOQ Submit resume to Bartow County Human Resources via email to findleya@bartowcountyga.gov or via mail to Bartow County Human Resources, 135 West Cherokee Avenue, St. 256, Cartersville, Ga. 30120 JOB SUMMARY This position performs a variety of professional, technical, and administrative duties in planning, organizing, coordinating, and maintaining communications, public relations, marketing, and promotion of the operations of the County and organizations and events within the County, including social media, website management, and web content. This includes providing content for public consumption highlighting the business, programming and plans of the County as well as attending events.
MAJOR DUTIES
- Plans, develops, and implements a comprehensive communications and marketing plan for the County, including brand-appropriate public relations, internal and external communications, media relations, special events, and other initiatives, with a primary focus on developing relationships with the public using social/new media.
- Engage with public through social media platforms, including Facebook, Instagram and YouTube accounts; evaluates website, social media, and app analytics, generates reports and creates frequent posts to maintain citizen engagement. Creates press releases, newsletters and other communications content.
- Maintains website content, design, and voice and collaborates with IT Department to ensure website is functional, accurate, accessible, and up-to-date. Collaborates with all County departments and external vendors to ensure the website aligns with the brand strategy and meets the County’s standards.
- Actively explores and identifies new avenues for marketing the County’s programs, services, and accomplishments, and communicating effectively and creatively with the community and the media.
- Develop strategies to improve communications and dialogue with stakeholders, external partners, including citizens, the local business community, local and regional media, guests, other governmental entities, local boards/authorities/commissions, and other potential partners.
- Work with departmental units of the County to highlight programming, processes, and reporting to the external audience. Reviews all digital platforms and media, including social media, to ensure all County Departments are adhering to County policies. Assist departments with presentations and communications as requested.
- Prepare and maintain both generic and program-specific presentations showcasing the County and its various departments and efforts.
- Act as a public liaison between the County and external organizations that receive support or assistance from the County or may request a speaking/presentation opportunity.
- Attends various County meetings including Commissioner’s Meetings as requested by County Administrator to obtain knowledge necessary to answer questions from the media, prepare content for newsletters, potential press releases, and social media content.
- Serve as a liaison with the media on both routine and emergency-related communications, excluding public safety matters, as directed by the County Administrator; maintains contact with the media, coordinates interviews with County officials; answers specific inquiries from the media and the general public regarding County business.
- Advises Commissioner and County management regarding public information, communication, and marketing strategies.
- Performs related duties as assigned.

SUPERVISORY CONTROLS
The County Administrator assigns work in terms of County goals and objectives. The County Administrator will review all content prior to public release and throughout the drafting process.
GUIDELINES
Guidelines include the County and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied administrative, supervisory, and management duties. The unique needs of each department, the County as a whole, and the varied audiences contributes to the complexity of the position.
- The purpose of this position is to direct the County’s communication operations.
Successful performance contributes to the attraction and retention of local businesses.
CONTACTS
- Contacts are typically with coworkers, elected and appointed officials, local and regional media, professional communication consultants, contractors, other local governments, and the general public.
- Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing or stooping. The employee occasionally lifts light objects.
- The work is typically performed in an office.
- The work requires the ability to drive and attend events off-site and in the evenings.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY NONE MINIMUM QUALIFICATIONS
- Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field such as journalism, communication, marketing, advertising or related area and/or equivalent experience in a Public Relations/Media Relations position.
- At least three years of professional experience in marketing, public relations, communications, website and graphic design, and social media management with verifiable results.
- Social Media marketing and advertising experience is highly desired.
- Experience in marketing and promoting governmental programs preferred.
- Demonstrated leadership competency and ability to work effectively with senior leadership teams. Project management leadership abilities and strong knowledge of various marketing and content management systems.
- An understanding of and demonstrated skills in the broad range of social and traditional communications methods.
- Multi-tasking and time-management skills, with the ability to prioritize tasks.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
- Written and oral testing will apply to all applicants.
A presentation of a sample communications strategy is required
