Scope & Purpose:
Performs uniformed armed security and traffic control duties at Port Tampa Bay’s public roadways, docks, waterways and peripheral areas owned or controlled by Port Tampa Bay.
Essential Functions & Duties:
When assigned to landside duty: Patrols, checks, and secures buildings, gates, doors and windows in accordance with security directives and procedures.
When assigned to waterside duty:
Patrols all PTB docks, wharves, piers, uplands and moorings, as well as federally mandated security zones, in accordance with security directives and procedures. Investigates and determines responsibility for incidents involving damage, personal injury, vehicle accidents, thefts, trespassing and other violations involving port property and facilities. Prepares reports, logs and other correspondence in accordance with Standard Operating Procedures (SOP) and directives to document circumstances and activities. Detains individuals suspected of committing violations within the Port Authority’s area of responsibility and notifies the appropriate law enforcement agency. Testifies in court to provide an accurate account of investigation findings and incidents. Performs traffic control duties at accident locations and at traffic control points within port boundaries. Renders First Aid or Cardiopulmonary Resuscitation (CPR) as needed. Provides information and assistance to the public concerning port operations. Checks the licensing of vendors, agents, merchants, drivers & other parties calling on a ship to ensure they are properly licensed. Maintains patrol vehicle, assigned weapon and related equipment to ensure operational readiness. Maintains Security Patrol Boat in accordance with manufacturer specifications, and security dept. directives and procedures, to ensure operational readiness. Perform other duties as assigned.
Essential Knowledge, Skills, & Abilities:
Working knowledge of the laws, regulations and ordinances governing port facilities, foreign and domestic ships, crews, and cargo involved in interstate and foreign commerce. Working knowledge of the laws related to the use of firearms. Working knowledge of law enforcement guidelines and investigative techniques. Skilled in the use and care of firearms and related equipment. Ability to follow oral and written instruction. Ability to enforce rules, regulations and ordinances tactfully, firmly and impartially. Ability to work under stressful conditions. Ability to disseminate emergency information. Ability to communicate effectively both orally and in writing. Ability to safely operate a motor vehicle. Ability to safely operate and navigate a motorized patrol boat, in compliance with Federal and State Navigation Rules. Ability & willingness to work outside in subtropical climate, adverse weather & hazardous conditions, on land and on the water. Ability to lift up to 50 pounds. Ability to use a computer and related software. Ability to work a shift schedule. Ability to communicate effectively in both written and verbal formats. Must possess honesty, integrity and sound professional judgment. Ability to interact effectively, confidently and professionally with PTB officials and employees, other government officials, PTB tenants and the general public.
Requirements:
Minimum Training & Experience Requirements:
Graduation from high school or possession of a GED Certificate; and One or more years of experience as a security guard, security officer, law enforcement officer or detention officer; and Two or more years of verifiable experience as a boat operator in a Federal, state or local law enforcement or US military organization, working in a search and rescue, enforcement, regulatory or response capacity. Possession of a valid State of Florida Class D (Security Officer) License; and Class G (Statewide Firearm License); and possession of a valid Driver’s License Or any equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies listed above. U.S. Coast Guard issued Boat Captain’s License or US Coast Guard Small Boat Coxswain Certification or verifiable advanced boat operations training is preferred.
Special Requirements:
Incumbent must possess a current and valid Florida Motor Vehicle Operator’s License or capable of obtaining one within thirty days from the date of hire. Incumbent must possess a current and valid Florida Class “D” and “G” Security Guard License. Must successfully pass a seaport security background check, a fingerprint based background check and possess, or successfully apply for, a Transportation Worker Identification Credential (TWIC).

Flexibility in work schedule as determined by responsibilities of this position. Physical Demands While performing the duties of this position, the employee is regularly required to talk or hear. The employee frequently is required to use hands to finger, handle or feel objects, tools or controls. The employee is occasionally required to stand; walk; sit; reach with hands and arms; climb or balance; and stoop, kneel, crouch or crawl. Frequent computer use. In uniform wearing security equipment. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision and the ability to adjust focus. Position Type/Expected Hours of Work Port Tampa Bay Security Department is a 24/7 operation with three separate work shifts. Employees work four days a week and the department head will designate the work schedule.
