Job Responsibilities
With our Agency’s mission to support the recovery of people with mental illnesses, we provide a complete array of medical and support services for children, adults, and families throughout South Carolina. This position is located at the Department of Mental Health Crafts-Farrow, 7901 Farrow Rd, Columbia, SC 29203
Must be a SC Certified Class One Law Enforcement Officer
Under limited supervision, verifies, conducts internal and external inquiries into complaints, allegations, violations, misconduct, examines candidates’ pre-employment guidelines to determine eligibility for employment. Mediates and arbitrates for fair settlement any complaints from general public and staff . Resolves conflicts and makes recommendations to resolve sensitive and difficult situations and bring to a conclusion or referral any cases as deemed necessary. Follows the evidence and make reasonable determinations and recommendations. Conducts pre-employment background investigations and make reasonable rational decisions for employment purposes. Performs as the Internal Affairs Officer for Public Safety Division. Conducts ongoing investigations based on allegations or reported misconduct that may be a violation of policies in accordance with federal, local and state laws. Interviews employees, staff and the general public to determine violations of policy, misconduct or any inappropriate behaviors; gathers fact and prepares reports of fact finding and make reasonable recommendations/referral. Collects pertinent information, certified statements of facts for use in recommending final determination Maintains confidential files on all cases. Coordinates the facts and prepares report according to policy and procedures for any activities identified as deemed an IA issue, gathers facts, statements, items, documents to establish facts surrounding cases and organize to determine the authenticity of items collected. Conducts formal and informal inquiry meetings, recordings as necessary to reach a settlement conclusions or to use as aid in obtaining sources, that may aid in or further the investigation complaints. Maintain data for further use. Consults with Major to settle or adjudicate complaints. Manage recruitment efforts, distributes and displays recruiting publicity material. Identify and cultivate community relationships w/ colleges/universities and military installations, etc. Assist with market research and analysis and make appropriate recommendations. Directs the Division’s Ombudsmen duties. Accepts oral and written complaints to prepare a response within a reasonable timeline to victims, and all parties involved. Able to analyze information/data to present clear effective conclusions. Reviews, investigates, reconciles and disposes of complaints that are unfounded, maintain evidence and remarks related to cases for future reference. Conducts Pre-employment Background investigations and make rational, reasonable recommendations based on findings and results. Verifies all certification, documentation, employment references for accuracy, contacts minimum of three personal and professional reference. Submits a final report on each applicant. Conducts on•sight visits to obtain information as necessary to ensure the integrity of documents provided by prospective applicants. Prepares written correspondence and reports of factual investigative and verification finding with a high level of accuracy. Able to make decisions and reach conclusions based on facts/information provided. Performs other related duties as assigned and needed.
Minimum and Additional Requirements

State Requirements:

A high school diploma and experience performing patrol or investigative duties with a public law enforcement agency. A bachelor’s degree may be substituted for the required law enforcement experience.

Agency Requirements:

HS/GED and minimum six (6) years relevant experience. Desires experience in conducting investigations/employment backgrounds verifications, with strong emphasis and attention to details. Excellent people skills. Must be precise and persistent in performing daily task of gathering pass criminal and work history. A Certified Law Enforcement Class One officer. A bachelor’s degree may be substituted for a portion of the experience. Available to travel as needed.
Preferred Qualifications
HS/GED and minimum six (6) years relevant experience. Desires experience in conducting investigations/employment backgrounds verifications, with strong emphasis and attention to details. Excellent people skills. Must be precise and persistent in performing daily task of gathering pass criminal and work history. A Certified Law Enforcement Class One officer. Have considerable knowledge of State laws, rules, and regulations of SC Department of Mental Health or public entity. Prior training instructor helpful, i.e., BID, D.T. Specific Skills, Firearms etc. SC Certified LEO required. A bachelor’s degree may be substituted for a portion of the experience. Available to travel as needed. Must pass a pre-employment drug test, psychological assessment and a physical prior to employment.
Bilingual abilities in English and Spanish (or another language) are a plus
