DCS has an exciting opportunity for a Senior Program Managerproviding support to the Air Force Life Cycle Management Center/Electronic Systems (AFLCMC/HB). The Air Force Program ExecutionOffice for PEO Digital (AFPEO/HB) has the collective Air ForceMateriel Command (AFMC) mission responsibility to manage andexecute the modernization, development, testing, production,fielding, and sustainment of the PEO Electronic Systems portfolio,which includes over 130 programs for the United States Air Force(USAF) and foreign allies.

Electronic Systems isheadquartered at Hanscom Air Force Base, MA with geographicallyseparated operating units CONUS and OCONUS. This is a full-timeposition located at Hanscom Air Force Base, MA.
Essential JobFunctions:
Duties include, but not limited to:
Acquisition andProgram Support:
Provide program-level acquisition support toProgram Managers and Integrated Product Team Leads, guiding programexecution to meet cost, schedule, and performance objectives.
Ensure adherence to DoD directives and policies, including DoDI5000.02, DoDI 5000.80, and DoDI 5000.81.
Contract Execution andOversight:
Support contract execution through expert analysis andsolutions, including reviewing acquisition documents, milestonedecision briefings, and risk management plans. Prepare inputs forRFPs such as system specifications, SOWs, and CDRLs.
Program HealthAnalysis:
Evaluate program health, advise leadership on options tomaintain objectives, and assist in planning acquisition strategiesthat align with DoD and Air Force policies.
Documentation andReporting:
Develop and maintain acquisition reports (e.g., MAR,DAES, APB), prepare briefings, and ensure consistency acrossprogram deliverables. Utilize tools such as CCaR, IDECS, and EDA.
Risk Management:
Develop, maintain, and execute program riskmanagement plans, facilitating risk identification, analysis, andmitigation while coordinating program risk boards and workinggroups.
Source Selection and Contract Administration:
Assist indeveloping source selection strategies, evaluation criteria, andRFP documentation. Provide recommendations for incentive clausesand evaluate contractor proposals.
Mission Planning and OperationalSupport:
Oversee Mission Planning Environment (MPE) systems toensure they meet operational and testing requirements. Coordinatewith stakeholders to align MPE capabilities with operational flightprogram schedules.
Lifecycle Logistics and Sustainment:
Providecritical support for lifecycle logistics, operational planning, andsustainment strategies, ensuring mission readiness and effectivesystem integration.
Policy and Process Improvement:
Monitor DoDacquisition reforms and advise leadership on process improvements,cost avoidance strategies, and policy interpretations. Ensurecompliance with updated regulations and directives.
StakeholderEngagement:
Collaborate with division branch chiefs, programmanagers, and contractors to provide expert guidance, streamlineintegration, and address programmatic issues affecting overallperformance.
Required Skills:
Due to the sensitivity of customerrelated requirements, U.S. Citizenship is required. Bachelor’sdegree in a professional discipline from an ABET-accreditededucational program and at least 12 years of experience in therespective technical/professional discipline being performed, 5 ofwhich must be in the DoD. Active Secret Security Clearance.
Proficiency in: Requirements development, production anddeployment, and operations and support. Architecture developmentand implementation. Modeling and simulation, including Model-BasedSystems Engineering principles. Verification and validationprocesses. Technical data package development and sustainment.
Principles of configuration management.
Experience with:
Networkarchitectures, embedded systems, and application deployment acrossvarious systems and hardware, including cloud deployment andvirtualization. DoD acquisition processes such as TechnologyMaturation, Risk Reduction, Engineering. Manufacturing Development,and Production and Deployment activities.
Technical Knowledge:
Familiarity with Electronic Warfare and/or Air Combat operations,including live aircrew training, development of tactics,techniques, and procedures, and Range Infrastructure architecturesand systems.

The proposed salaryrange for this position is:
Salary Range :
