Duties and Responsibilities:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary. Coordinates and/or instructs training classes for the Orangeburg County Office of Emergency Services’ Emergency Responders, District Fire Departments, and Law Enforcement agencies, Risk Management Services, including SC Fire Academy courses, Chemical, Biological, Radiological, Nuclear, and explosive classes as requested or needed. Conducts qualification sessions for department Rescue Teams and Hazardous Materials Response Teams. Operates Emergency Vehicles and Equipment with proper training and licensures. Routinely responds to incidents involving auto extrications, Hazardous Materials, confined spaces, trench rescue, search and rescue and other emergency incidents. In addition, responds to calls for service as requested by other emergency response agencies on an as needed basis. Employee will be on call and a monthly on call schedule will be provided. Checks air packs, communication vehicles and equipment, rescue equipment and vehicles, heavy rescue equipment and vehicles and trailers, incident response vehicles, response trailers, and hazmat equipment and vehicles to ensure they are in proper working order. Coordinates vehicle and equipment maintenance for the department. In the absence of the Assistant Director, coordinates with all agencies operating equipment on the 3 County Public Safety Radio Systems concerning protocols for usage, performing equipment inventory, coordination of equipment repairs, performs functional assessments on all communications systems. Programs radio as needed and assists with supporting the County 911 Center’s communications equipment. In conjunction with the Assistant Director, coordinates meetings and trainings with the volunteer teams within the department. Employee is subject to emergency call back after hours as required by the Emergency Services Director. Employee is subject to a weekly on call schedule for emergency response and 911 Center Support. Provides Emergency Preparedness education programs to local schools, daycares, and at other public events in Orangeburg County. Performs documentation of all inspections, responses, and training conducted within the department. Serves as Duty Officer based on a Bi-weekly Duty Officer Schedule with an assigned emergency response vehicle for on-duty, call back, on-call, and after hours response. Troubleshoots equipment as needed and coordinates repairs. Serves as ESF 9 Search and Rescue Coordinator in the Emergency Operations Center. Requires Orangeburg County Residency. Performs other duties and related work as instructed and assigned.
Supervisory Functions:
Supervises the department’s volunteers during response incidents and training events within the scope of operations of the Office of Emergency Services.
Minimum Education and Experience Requirements:
High School Diploma or General Education Degree (GED) Minimum of two years’ experience in emergency response
Preferred Minimum Special Certifications and Licenses:
South Carolina Fire Academy Instructor EMR or EMT Instructor Emergency Medical Technician or Higher Auto Extrication Technician Rope Rescue Technician Confined Space Rescue Technician HAZMAT Technician Basic Trench Rescue Technician

Training, 100, 200, 300, 400, 700, 800 South Carolina Class E or F Driver’s License or Class B or Higher Commercial Driver’s License South Carolina Certified Emergency Manager •(must achieve within 3 years of hire) Preferred to have upon hire or within a reasonable time frame to be approved by the Director not to exceed 2 years based upon the availability of classes.
Reasoning/Mathematical/Language Skills:
