Description of Work •This position is open ONLY to current North Carolina Department of Agriculture & Consumer Services employees or former Department of Agriculture & Consumer Service eligible for RIF priority reemployment consideration as described by GS 126•All veterinary services fall under the jurisdiction of the Veterinary Division. It has a very specific mission that focuses on providing animal disease programs designed to control, diagnose and eradicate diseases in livestock and poultry. Most of these animal disease control programs are cooperative efforts with the United States Department of Agriculture, Animal Plant Health Inspection Service, Veterinary Services and animal industry groups. The Veterinary Division also administers the North Carolina Animal Welfare Act. The Veterinary Division is currently comprised of three sections: Animal Health Programs (AHP) Poultry Livestock Diagnostic Laboratories Animal Welfare Programs This position serves as web-based application systems data management and manipulation (i.e. visualization/routing) expert for the NCDA&CS Veterinary Division, Poultry Health Programs. Duties are central to the division’s animal disease emergency preparedness and response, and this individual is considered an essential emergency worker. Work requires this individual to act as a direct liaison with NC’s poultry industry professionals and USDA program officials for continuous premises management in both state and federal databases. The position also works directly with state application system programmers to improve database functionality as necessary to meet demands. To qualify for this position, applicants must document on the application that they possess ALL of the following: Considerable experience with ArcGIS mapping software and related middleware tools
Working fluency in programming code needed for the building of complex queries to restructure data for GIS manipulation (e.g. basic SQL and/or Python commands)
Considerable experience with various web-based applications used for the prevention and/or control of animal diseases. (e.g. MHTD-AHP, EMRS, EMRS2, RABappTM, etc.)
Working knowledge of the poultry industry and structure within the United States including operation types and product flow
Nuanced understanding of the biosecurity principles related to diseased poultry premises isolation and controlled movement that includes practical application
Working knowledge of basic contract structure within the NC poultry industry as it relates to premises ownership and dead animal disposal responsibility
An understanding of the technical needs and resource limitations of the poultry industry and demonstrated ability to establish effective working relationships therein
MANAGEMENT PREFERENCES
Familiarity with capabilities of ArcGIS Server and ArcGIS Rest APIs as middleware tools
Advanced experience with the NC Multi Hazard Threat Database, Animal Health Programs Repository (MHTD-AHP)
Direct experience with the EMRS2 system for the purpose of federal premises entry and permitting
Basic Proficiency in Microsoft Photoshop or similar photo editing software and/or enthusiasm for developing such proficiency
Basic Proficiency in Tableau or similar data visualization software and/or enthusiasm for developing such proficiency Minimum Education and Experience Requirements You may qualify by an equivalent combination of education and experience, either through years of education or years of directly related experience, or a combination of both. Associate degree in Computer Science or an IT related field; or High school or General Educational Development (GED) diploma and two years of experience in the field of technology related to the position’s role; or an equivalent combination of education and experience.
