Qualifications:

Master’s Degree in education or related experience in educational testing and assessment, Doctorate preferred Valid PA Administrative Certification (i.e., K-12 Principal Certification or Supervisory Certification) At least 3-5 years of direct experience working with student information systems (SIS), especially in K-12 or higher education settings. Experience with PowerSchool is preferred. Proven experience in data integrity, handling large sets of student data, and ensuring its accuracy and compliance with both state and federal regulations. A deep understanding of state-level reporting requirements for student data, including how to track and report metrics such as student attendance, graduation rates, standardized test scores, and other data required by the state. Familiarity with integrating and maintaining data across various systems within an educational institution, including the technical aspects of data migration, data quality, and system interoperability Understanding of data privacy laws and student data protection regulations (e.g., FERPA , HIPAA ). Demonstrated skills to present orally and write effectively Satisfactory work record & criminal/child abuse clearances (Acts 34, 114, and 151) Such additional or alternative to the above qualifications as the board or superintendent may determine appropriate and acceptable Summary The Executive Director of Research, Assessment and Accountability serves as the academic assessment officer, responsible for identifying academic needs, developing comprehensive plans, and ensuring the effective implementation of strategies to improve student achievement across the district. This position leads the creation and execution of a K-12 assessment system, ensuring that assessments are aligned with district standards and curriculum. The director manages the administration of district-wide assessments, such as DIBELS, PSSA, and CDT, while overseeing the timely and accurate reporting of data for state and federal compliance. The role includes conducting enrollment projections, assessing attendance boundaries, and supporting grant proposal efforts. The director ensures the accuracy and availability of assessment data and implements monitoring systems to track academic progress. Additionally, the director creates and manages the district’s assessment calendar, leads the Institutional Review Board (IRB), and works to maintain compliance with reporting standards. An essential responsibility of this position is overseeing the integration and management of student data within the district’s Student Information System (SIS), ensuring the accuracy, integrity, and confidentiality of student records. The director collaborates with academic staff to ensure SIS data is aligned with assessment results, academic progress, and compliance requirements. This position requires strong leadership in data management, collaboration with district stakeholders, and continuous improvement of assessment systems to drive student success.

Essential Duties and Responsibilities:

Serves as the academic assessment officer in identifying academic needs, addressing the needs through comprehensive planning, and monitoring the implementation of plans to determine program effectiveness in improving student achievement Lead the development and implementation of a comprehensive K-12 assessment system to gather ongoing formative data that supports standards-aligned curriculum development. Ensure assessments are closely aligned with district-wide standards, supporting the curriculum, implementation, and evaluation processes. Ensure the accuracy, accessibility, and timely availability of data derived from district-wide assessments for educators, administrators, and external reporting entities. Assume comprehensive accountability for ensuring the punctual and precise submission of all data pertaining to state and federal regulations. This encompasses, but is not limited to, the meticulous compilation and reporting of data necessary for grant applications, performance evaluations, and any other mandated reports stipulated by governing bodies. This responsibility extends to understanding the specific requirements of each reporting mandate, establishing robust data collection and validation processes, and proactively addressing any potential data integrity issues to guarantee the accuracy and reliability of all submitted information. Furthermore, it involves staying abreast of any changes or updates to state and federal reporting requirements and implementing necessary adjustments to internal processes and systems to maintain compliance. Conduct accurate enrollment projections and assess attendance boundaries to inform resource allocation and programmatic decisions. Demonstrates knowledge of the Standards-Aligned System (SAS) portal Coordinates the administration of all district-wide assessments, including, but not limited to DIBELS, Benchmarking Tool, Classroom Diagnostic Tools (CDT), PSSA, PASA, PSSA-M Is responsible for the reporting of data for state and federal reports and grants Collaborates with appropriate personnel in the development, writing, and implementation of proposals to acquire funding Utilizes data-driven insights to facilitate the smooth and efficient execution of transportation and other operational functions. Ensures the accuracy and availability of data from district-wide assessments Remains current on statewide and national assessment and data analysis trends Provides training to district staff on the administration and interpretation of district-wide assessments Designs and implements systems and protocols for continuous monitoring and reporting of progress on District accountability benchmarks Creates the District assessment calendar and supports the creation of the district academic calendar Leads the Institutional Review Board (IRB) to ensure alignment with district priorities. Take responsibility for the timely and accurate reporting of data related to state and federal mandates, including data for grants and other required reports. Ensure data integrity and compliance with reporting guidelines. Design and implement monitoring systems and protocols to track progress on district-wide academic benchmarks and accountability measures. Ensure continuous reporting of progress to key stakeholders, including district leadership, board members, and external regulatory agencies. Oversee the integration and management of student data within the district’s Student Information System (SIS), ensuring the accuracy, integrity, and confidentiality of student records. Collaborate with IT and academic staff to ensure that SIS data is aligned with assessment results, academic progress, and compliance requirements. Provide training to staff on effectively using the SIS to manage student data and generate reports that inform instructional and administrative decision-making. Supervises the Assistant Director of Student Enrollment and Records and PIMS Manager. Performs such other tasks and assumes such other responsibilities as may be assigned or delegated by the Executive Director of Learning and Teaching or the Superintendent. Supervisory Responsibilities Directly supervises office staff, Assistant Director of Student Enrollment and Records, data analysts and project manager for data analysis/PIMS. Responsibilities include interviewing, recommending hiring, and training employees; planning and coordinating work; appraising performance; rewarding and disciplining staff; addressing complaints, and resolving problems.
