JOB SUMMARY
This position seeks a driven and strategic Business Development Leader to champion growth initiatives. The primary focus is identifying, cultivating, and securing new business service contracts. The goal is to secure service contracts, primarily in the federal government space, as either prime or as a subcontractor, with the outcome of creating employment opportunities for individuals with disabilities. Strategic planning, market research, and relationship building with potential and existing clients, partners, and government agencies will be key to expanding the customer base and driving revenue growth, while supporting the ongoing performance of value-added services to customers. The position will be fully empowered to pursue opportunities nationwide, supported by a growth-minded executive team. The strategies of Business Development are further enabled through execution of plans as follows: 1) Maximize the impact of public policy for the benefit of individuals BAC serves, including funding for BAC’s offered services. 2) Oversee the comprehensive, effective community relations plan to promote awareness of the BAC mission, programs, services, and community impact. Work will be performed with considerable latitude using initiative and independent judgment. The position will seek technical guidance on unusual or complex problems or issues. Functions independently, under general direction of executive level leadership.
EXAMPLES OF ESSENTIAL FUNCTIONS
The list of essential functions below is intended to be representative of the tasks performed within this job. Other duties may be assigned based on business need. The Business and Government Relations VP will: Implement BAC’s service contract new business pursuit and capture efforts, with a specific focus on winning new service contracts. Develop a pursuit strategy for new business based on the following criteria: line of business, market potential/demand, size of contract, geography, customer, and organizational strategy, among other criteria. Build and nurture relationships with key federal decision-makers, program officers, teaming partners and potential customers to pursue government contracts more effectively. Monitor government and/or commercial marketplaces for potential contract opportunities, including pre-solicitation, solicitation and award notices utilizing federal procurement tools (e.g. SAM.gov, GovTribe). Stay informed on federal acquisition regulations (FAR/DFARS) and contracting trends.
Manage the full capture lifecycle:
pipeline development, teaming, proposal development, pricing strategies, and post-award handoff. Produce high quality new service contract proposals including managing timelines, content development and coordination with internal stakeholders. Assure consideration of targeted customers’ priorities and BAC’s capabilities. Operate cross-functionally with Human Resources, Finance, Operations and IT/Business Services to facilitate successful contract award and implementation, by involving functional areas in the decision process and strategy for new business pursuits. Participate in awarded contract start-up opportunities to ensure a successful transition for service contracts with functional departments. Develop BAC’s annual legislative advocacy platform at all levels of government (local, state, and federal). Effectively communicate BAC’s legislative advocacy platform to targeted influencing entities, including elected officials and trade associations. Lead Government Relations visits and events, by engaging cross functional supports as appropriate for highest levels of success in building and maintaining professional relationships with elected officials and governmental agencies. Research, monitor and effectively counsel management team on relevant existing or proposed legislation, laws and regulations that may impact organizational operations. Provide strategic leadership support and oversight in the development of annual internal and external community relations, marketing, community outreach, brand management and Program plans. Support development of business capabilities marketing strategies.
SUPERVISORY RESPONSIBILITY
Selects, motivates and evaluates personnel; provides or coordinates staff training and development; works with employees to correct deficiencies; implements discipline and termination procedures. Assesses and monitors work methods and procedures; identifies opportunities for improvement and implements changes. Oversees and/or participates in the development and administration of budgets; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
MINIMUM QUALIFICATIONS
Three years of Business Development experience, with understanding of the federal procurement process, including set-asides, Indefinite Delivery, Infinite Quantity (IDIQs), Government-Wide Acquisition Contract (GWACs), and US General Services Administration (GSA) Schedules. Excellent writing and verbal communication skills for proposal development, negotiation, pitch presentations, community and government relations. Self-starter who is driven to achieve and maintain aggressive pipeline and pursuit goals. A combination of experience and education may suffice for the above qualifications. Advanced knowledge of technical tools such as Microsoft Office Suite and Adobe. Must be able to pass a pre-employment drug screening. Must have a valid driver’s license and be able to pass a Motor Vehicle Record Check. Must satisfy Florida Department of Children and Families (DCF) Level 2 background screening requirements.
PREFERRED QUALIFICATIONS
Seven years’ experience in a related field. Association of Proposal Management Professionals (AMP) certification preferred. Prior program management experience preferred. Previous experience in federal contracting. Familiar with the AbilityOne Program. Prior proposal writing experience. Experienced in compliance with Federal Acquisition Regulation (FAR). In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully.
KNOWLEDGE, SKILLS, AND ABILITIES
Possess excellent verbal and written communication skills. Ability to operate a computer using Microsoft Office Suite and applicable department/ organization specific software. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to establish and maintain effective and collaborative working relationships with those contacted in the course of work. Ability to organize work for timely completion. Ability to regularly attend work and arrive punctually for designated work schedule. Ability to communicate effectively orally and in writing.
TRAVEL:
Travel up to 30% based on contract opportunity or award.
WORK AUTHORIZATION/SECURITY CLEARANCE

PHYSICAL REQUIREMENTS
Tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Tasks may involve extended periods of time sitting at a workstation and utilizing a keyboard. The above requirements can be performed with or without a reasonable accommodation.
ENVIRONMENTAL REQUIREMENTS
Tasks are regularly performed inside without exposure to adverse environmental conditions (e.g., dirt, heat, rain, fumes).
