As a state-authorized Aging Services Access Point (ASAP), Ethos coordinates all the non-institutional home and community-based services for elderly and disabled residents of the southwest Boston neighborhoods of West Roxbury, Hyde Park, Roslindale, Jamaica Plain, and Mattapan and well as, provides city-wide nutrition services in Boston, which serve approximately 2.1 million meal for older adults, delivered to the home (Meals on Wheels) or served in neighborhood congregate settings (Community Cafés). The SHINE Program assists elders and individuals with disabilities in understanding their Medicare and MassHealth benefits and other health insurance options. The SHINE program ensures that Massachusetts residents with Medicare and their caregivers have access to accurate, unbiased and up-to-date information about their health care options.

RESPONSIBILITIES

: Satisfactorily complete SHINE certification training and manage all aspects of the regional SHINE Program in order to fulfill its mission of providing accurate unbiased health insurance information to Medicare beneficiaries of all ages in a linguistically and culturally appropriate way through a network of trained health benefit counselors.

DUTIES:

Manage all aspects of the regional SHINE Program, including management of volunteer counselors, program reporting, record keeping, budget, public relations, customer service, and outreach to consumers, including elders and their spouses, caregivers, disabled Medicare beneficiaries, and low income, limited English-speaking or minority individuals. (Refer to the Procedures Manual for the SHINE Program for instruction on how to carry out these duties.) Supervise and conduct 6-month and annual performance evaluations for the Outreach and Training Coordinator and One Care Specialist. In cooperation with partner agencies and SHINE Coordinator, recruit, interview and select volunteers for training and match them with specific community site(s) and schedules at sites to meet consumers. In collaboration with SHINE Coordinator, lead yearly SHINE Counselor training and is responsible for the yearly recertification of all counselors. Develop and maintain a roster of counselors who shall staff phone lines and be available to offer counseling in the regional office (Ethos) five days per week and at regional partner sites on schedules as agreed to per each individual site. Conduct at least monthly training meetings with counselors to train on health insurance issues and discuss other counseling activities. Each year, include speakers in meetings who can inform the counselors on the eligibility criteria and intake procedures for program such as: Home Care, Protective Services, Ombudsman, legal services, SNAP Benefits, Energy Assistance, Money Management and Pension Assistance Counseling. With support from the SHINE Coordinator, regularly evaluate counselors’ level of understanding through use of role-plays, shadowing, written exercises, essays or case reviews. Visit counselors at least once each year while they counsel clients to observe and evaluate their counseling skills and knowledge. Provide feedback. Respond to counselors who seek technical assurance or advice in handling cases. Develop a counselor mentoring system where new counselors are matched with yourself, the SHINE Coordinator, or other veteran counselors for a period of time to master program role, procedures and paperwork requirements. Attend SHINE Regional Directors meetings called by the State Director and other specialized training sessions identified by the State SHINE Program Director. Attend training sessions, conferences and other meetings relevant to SHINE program goals and functions. Coordinate all local program publicity, marketing and outreach to alert consumers of the program’s mission and availability. Deliver presentations in a public forum either in person or via Zoom using public speaking skills. Arrange for volunteer counselors to represent the SHINE Program at public speaking engagements, radio and cable interviews, and health fairs.

QUALIFICATIONS

1. Experience with public speaking, training or sales presentations preferred – comfort speaking in public necessary 2. Successful track record in executing community outreach, public relations, marketing or communications campaigns 3. Demonstrated experience as a problem solver 4. Knowledge of the elder network 5. Strong interpersonal and time management skills are essential. 6. Demonstrated ability to handle periods of high demand and fluctuating demand efficiently. 7. Previous supervisory and recruitment experience 8. Driver license and access to insured transportation OR ability to travel to meetings and SHINE sites in a timely manner. 9. Intermediate to advanced computer skills using all Microsoft Office programs and internet required. 10. Experience with Adobe Creative Suite (Photoshop, Illustrator, InDesign) strongly preferred 11. Ability to lead and supervise a diverse team of educated professionals
