- Commercial & Government Projects Overview Are you a results-driven, relationship-focused construction sales professional with experience selling to commercial and government clients?
Paved Assets is seeking a motivated Business Development Manager / Estimator to help us grow our client base among commercial property owners and managers; municipalities and public agencies. You’ll play a key role in driving new business, managing bids, and representing our brand across North Carolina. Mission Build and maintain strong relationships in the commercial and public sectors, actively identify opportunities, and secure contracts that contribute to Paved Assets’ growth. Manage leads through the sales pipeline, support the estimating and proposal process, and represent the company with professionalism and integrity in all communications.

- 30 days Learn Paved Assets’ service offerings, value proposition, and target customer segments Understand the full commercial/government sales cycle and pricing approach Review CRM best practices for tracking opportunities Learn how to use mapping & takeoff tools, company templates, and proposal documents Shadow site visits, proposal meetings, and estimating processes Attend pre-bid walkthroughs or proposal conferences Opportunity Research & Targeting•30 days Begin identifying and researching commercial properties and public bid opportunities Compile a list of target contacts (property managers, procurement officers, etc.
) Begin introductory outreach and appointment setting Learn how to navigate bid portals and search for RFPs and RFQs Outcomes
- Ongoing Business Development Accurately estimate jobs to protect margins Win jobs through competitive pricing and responsiveness Upsell value-added services (e.
g., sealcoating, striping) Help hit company revenue and profit goals Lead Generation & Pipeline Management Quickly respond to and assess needs of inbound leads Proactively generate new leads through research, networking, and cold outreach Manage a consistent pipeline of commercial and public project opportunities Maintain accurate records in CRM Submit and track proposals and be relentless in follow-up Proposal & Bid Management Prepare clear, compelling proposals with input from teams Track and respond to bid requests (RFPs/RFQs), ensuring compliance and completeness Represent Paved Assets at bid meetings, procurement meetings, and networking events Client Relationship Development Build long-term relationships with developers, commercial property owners and managers, State, local, and municipal agencies Act as the point of contact for pre-sale client communication Support contract execution and handoff to operations after project award Competencies Commercial & Public Sector Sales Knowledge Understands the buying cycle of commercial property managers and public agencies Able to communicate technical concepts clearly and concisely Organizational Skills Manages follow-ups, timelines, and documents with accuracy and attention to detail Can handle multiple active opportunities and priorities at once Communication & Relationship Building Builds trust with prospects and clients through professionalism and responsiveness Strong written communication for proposals, emails, and presentations Tech Savvy Excellent with CRMs, Microsoft Office/Google Workspace, online bid portals Experienced with takeoff /blueprint software & mapping applications Able to learn internal tools like and company-specific templates Initiative & Accountability Takes ownership of leads and outcomes Follows through on tasks and keeps team updated on progress Cultural Fit Embodies Paved Assets’ Core Values Values professional development and continuous learning Comfortable working in a fast-paced, small business environment
Compensation Salary:
Base salary plus commission
