Duties Description Under the direction of the Associate Commissioner for Leasing Services, the incumbent in this role will supervise the leasing agents and lease administration units of Leasing Services. The Real Estate Officer 2 provides comprehensive daily management for a business unit tasked with managing an extensive portfolio of state leased and commercial revenue leases. Duties include but are limited to:

  • Oversee and manage a team of professional and para-professional real estate staff.
  • Direct and manage various Leasing Services programs including: oCommercial Lease Management Unit which is responsible for the procurement and administration of all revenue-generating occupying agreements in Office of General Services (OGS) owned buildings, totaling 78 leases with private entities.

oLeasing Services Unit which negotiates, procures, and provides administrative support for over 500 leases for customer agencies throughout the state accounting for roughly 12 million square feet of private lease space.

  • Provide leadership and direction to leasing agents.
  • Provides guidance and technical direction to subordinate and other agency real estate staff regarding policies, procedures, laws, rules, and regulations related to agency real estate operations.
  • Manage and assist the state’s contracted real estate broker to successfully execute on OGS and state real estate strategies.
  • Serve as senior subject matter expert on the state’s real estate portfolio, understanding history and context of past and present projects.
  • Develop clear and concise standards of performance as well as methods to analyze operations and performance; develop and implement metrics to measure performance and drive organizational success.
  • Collaborate with other OGS business units and state agencies on real estate initiatives.
  • Provide real estate policy and technical advice to agency management staff regarding real estate program operations and legal limitations and requirements.
  • Liaise with OGS Legal Services on operational matters.
  • Develop business and other reports for portfolio management purposes and decision making.
  • Provide updates and statuses for all real estate projects directly to Division of Real Estate executives.
  • Make accurate assessments regarding the strengths and deficiencies of the workforce and make appropriate adjustments/suggestions accordingly.
  • Perform analysis of program operations and measure against similar large operations. Prepare reports and charts for executive review.
  • Assist OGS Convention and Cultural Events Office to enhance visitor/client experience.
  • Perform a full range of supervisory duties.
