ABOUT THE COMMUNITY
Established at the falls of the Tar River, Rocky Mount is a leading cultural, economic and education center of Eastern North Carolina. ABOUT THE CITY GOVERNMENT
The city of Rocky Mount operates under a council/manager form of government with a city manager, two assistant city managers and 18 departments employing about 1,000 employees. The city manager reports to the Mayor and a seven-member City Council. Holding an Aa2 bond rating and multiple GFOA budget awards, the city has an annual budget of about $300 million, which includes a General Fund, an Electric Fund, Water Fund, Sewer Fund and Gas Fund. In addition to traditional municipal departments, Rocky Mount is a member of ElectriCities, has a fixed route transit system, museum and theater. The city also boasts the Rocky Mount Event Center, which has received a Convention South Reader’s Choice award.

JOB SUMMARY
Responsible for oversight responsibility for specific areas of City government as assigned by the City Manager.

JOB REQUIREMENTS
Assists the City Manager by planning, controlling, and monitoring activities in assigned departments.
Oversees implementation of the City’s strategic plans, initiatives, and directives, and special projects within the organization as it relates to areas of responsibility.
Coordinates the preparation and submission of operating and capital expenditure budgets tied to areas of responsibility.
Meets and corresponds with citizens, professionals, business, and other groups to address concerns, seek input regarding upcoming projects and solicit formal and informal service delivery feedback as required or needed.
Represents the interests of the City to outside groups, organizations, and regulatory agencies at the state and federal levels.
Responsible for project management and employee supervision.
Review requisition and other administrative paperwork.
Responsible for attending meetings and community events, citizens issues.

MINIMUM QUALIFICATIONS
Education and Experience:
A master’s degree in public administration or a directly related field, and ten years of progressively responsible related professional experience that includes significant management and supervisory experience at the department director or equivalent level. An equivalent combination of training and experience (as approved by the City Manager) may be used to meet the minimum qualifications.
Special Qualifications:
Valid North Carolina driver’s license

Knowledge of the principles and practices of public administration as applied to municipal government.
Knowledge of municipal government organization, functions, and services.
Knowledge of modern practices and principles of financial management and budgeting as applied to municipal government.
Knowledge of the current literature, trends, and developments in municipality. administration and principles and practices of general business.
Knowledge of the principles of supervision, organization, and administration.
Knowledge of ethical guidelines applicable to the position as outlined by professional standards and/or federal, state, and local laws, rules, and regulations.
Knowledge of economic and business development practices and programs.
Knowledge of modern public utility operations and management, including electric, natural gas, water, wastewater, and stormwater systems.
Knowledge of the practice and application of emergency management planning and operations on the local level.
Knowledge of standard research techniques, methods, and procedures.
Skill in making administrative and operational decisions independently and in accordance with established laws, regulations, City policies, and procedures.
Skill in analyzing complex organizational and administrative problems and in formulating, developing, and presenting recommendations for their solution.
Skill in the coordination of assigned programs and activities.
Skill in independent judgment and initiative in the performance of assigned tasks.
Skill in exercising tact and courtesy in frequent contact with the public, City Council, and governmental officials from other governmental units.
Skill in establishing and maintaining effective working relationships as necessitated by work assignments.
Skill in oral and written communication.
SUPERVISORY AND MANAGEMENT RESPONSIBILITIES
This position has direct supervision over department heads for the following departments Fire, Parks & Recreation, Public Works, Engineering, Rocky Mount Event Center, Water Resources Department & Administrative Assistant.
WORK ENVIRONMENT
: Work is primarily performed in an office setting within a local government environment. The role involves frequent interaction with city leadership and staff, with occasional attendance at meetings or events outside regular business hours.
SALARY AND BENEFITS
