PURPOSE OF CLASSIFICATION

The purpose of this classification is the performance of technical fingerprint identification work in support of criminal investigations in the Police Department Crime Scene Unit. This position will play a critical role in processing, identifying, collecting, and comparing latent prints related to criminal investigations. In this position, you will examine, identify, compare, preserve, prepare and present evidence for judicial proceedings and serve as a technical expert in court on all aspects of latent print identification.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Evaluates the quality of latent prints collected, submitted and developed from a crime scene to determine if they are of sufficient value for comparison and determine if the latent print qualifies for entry into automated systems. Enters data into

AFIS/ULW

to include the examiner utilizing their technical skills involving the manual markup of minutiae and ridge counting. Retrieves and review a list of candidate images from automated systems. Analyzes, compares, and identifies latent fingerprint evidence, and processes cases with known and unknown subject information. Performs side-by-side comparison utilizing magnifying glasses or computer programs. Use photographic equipment to capture images of latent prints for analysis and comparison. Makes final determination as to the identification or exclusion of a subject. Establishes, verifies, or excludes identifications by examining the ridge detail in the latent prints while comparing it to the ridge detail present in the known prints. Maintains chain of custody for evidence received. Establishes and maintains a detailed database of unsolved latent prints. Prepares reports detailing latent print comparison findings; verify co-workers’ casework and conclusions as required using ACE-V method. Provides information to interdepartmental representatives and local and State law enforcement agencies. Prepares court exhibit and testifies in court as an expert witness in all aspects of latent print methodology and identification. Be able to intake evidence from our department and other outside entities. Performs specialized and technical clerical and record keeping duties with a minimum of supervision. Performs other related duties as assigned.

MARGINAL FUNCTIONS

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members. Performs duties as required.

MINIMUM QUALIFICATIONS

(Education, Training, and Experience) Associate’s degree in forensic science, criminal justice or closely related field. A minimum of three years’ experience in latent print examinations and processing of evidence, or an equivalent combination of education, training and experience. Must possess and be able to maintain certification as a latent print examiner by the International Association for Identification (IAI). Must possess excellent/written communication and decision-making skills and be detail oriented. Possess AFIS experience. Possess or be able to obtain and maintain a valid State of Florida driver’s license.

Requires the ability to calculate decimals and percentages; ability to perform mathematical operations with fractions; ability to compute discount, interest, profit and loss, ratio, and proportion; ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning :

Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.

Situational Reasoning :

Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving evaluation of information against measurable or verifiable criteria.

ADA COMPLIANCE
Physical Ability :

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Physical stamina and a steady hand for the meticulous work of examining prints.

Sensory Requirements :

Some tasks require visual perception and discrimination. Some tasks require oral communications ability.

Environmental Factors :

Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odor, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, traffic hazards, toxic agents, violence, disease, or pathogenic substances and human remains.

PERFORMANCE INDICATORS

The work performance of supervisory and management personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:

Required Knowledge, Skills and Abilities:

Has a working knowledge of the methods, procedures and policies of the City of Daytona as such pertain to the essential duties of a Latent Print Examiner . Has thorough knowledge of modern fingerprinting and fingerprint classification, comparison and filing techniques, including standard practices of processing evidence for latent fingerprints. Has thorough knowledge of courtroom procedures and is able to provide expert testimony in a clear, concise manner as well as preparing exhibit for court purposes. Be able to prepare informative and technical reports and be able to manage sensitive information and records. Know how to communicate effectively with others, both orally and in writing, using both technical and non-technical terms. Has the ability to prepare and present accurate and reliable reports containing findings and conclusions with solid problem-solving skills to identify and rectify any issues that might arise during the analysis process. Have a firm understanding of legal and ethical standards, maintain objectivity, and respecting privacy and confidentiality requirements. Ability to communicate effectively with City staff, the public, and court officials, including preparing/presenting various documentation and reports; to understand, interpret, and apply appropriate policies, regulations, and procedures; and to establish and maintain cooperative relationships with those contacted in the course of work.
