Take a peek at what our beautiful County has to offer -Indian River CountyThe Environmental Specialist will be primarily responsible for performing a variety of professional and technical duties to implement various programs and projects within the Coastal Division. Among other duties, this position actively collaborates with others; manages environmental vendors and contracts; coordinates and performs various educational activities and outreach efforts, maintains compliance with permits; oversees 22.4 miles of coastal ecosystem. Coastal Division programs are guided by the Beach Preservation Plan, Habitat Conservation Plan, applicable regulatory requirements, as well as other environmental initiatives that may arise. The Environmental Specialist is one of two professional positions working under the direction of the Coastal Resource Manager. On an as needed basis, Environmental Specialists support the needs of construction projects and coordinate with partners to address coastal issues. The function of the Coastal Division is the management and oversight of the County’s coastal system, which includes, but is not limited to permitting, implementation, and construction of projects related to coastal protection and associated environmental monitoring. This is a primarily office-based position with routine requirements for field work (80/20).

EXAMPLE OF DUTIES

Develops, coordinates, and implements education and outreach efforts in the community, including presentations and events, that support the Coastal Division and Natural Resources Department. Procures and oversees contracted work that support Coastal Division programs and projects. Overseeing the contracted consultants performing hydrographic surveys, sea turtle nesting monitoring, ATV maintenance, beach tilling, radio advertising, construction, etc.

Prepares and writes professional technical reports, including graphical figures, for regulatory agencies. Able to review, analyze, and evaluate permits, technical data, maps, models, reports, and studies. Presentation of materials and information to various audiences, including the Board of County Commissioners.

Maintains compliance with state and federal permits environmental rules and regulations relative to protected coastal species.

Establishes and maintains effective working relationships with consultants, government agency officials, County staff, and the public (including but not limited to individuals, HOA’s, Management Companies and Not-for-Profits).Performs periodic field site visits and inspections along the coastline.

Responds to coastal natural disasters and performs various assessments. Seeks out, applies to, and manages grant opportunities to support Coastal Division programs. Uses graphic design software to create flyers, brochures, and other outreach material to forward Coastal Division and Departmental programs. Uses GIS to create internal and external data dashboards using spatial tools to display data (StoryMap).Assists, on an as-needed basis, with the operations of various construction projects and programs within the Natural Resources Department.

SUPPLEMENTAL INFORMATION ENVIRONMENTAL CONDITIONS

Work is performed primarily inside an office for extended periods as well as some field opportunities with changing conditions of heat, cold, wind, and rain.
