Planner – Environmental Martin County Board of County Commissioners – 3.6 Stuart, FL Job Details Full-time $62,176.87 – $102,591.84 a year 22 hours ago Qualifications Biology AutoCAD Environmental law Ecological systems Urban planning Mid-level Environmental Science Master’s degree Databases Driver’s License Bachelor’s degree Ecology 2 years GIS Political Science Full Job Description SUMMARY Professional planning work involving environmental review, permitting, planning and site compliance inspections, office and field review of permits for compliance with environmental regulations, preparation of inspection documentation, data entry and reports for environmental compliance and enforcement, and, assistance to the public with permitting and development issues and questions. In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed. This position requires public interaction or regular appearances before the Board of County Commissioners and therefore does not permit a claim for protection of your place of work if you will be claiming an exemption from Public Records under Chapter 119, Florida Statutes.

ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AND ABILITIES

Directs studies related to environmental policy, conservation/preservation of resources, and landscape planning. Reviews site plans and performs field reviews for compliance with environmental regulations, including Preserve Area Management Plans. Supports code enforcement efforts related to environmental compliance. Answers inquiries from the public on environmental permitting, preserve area compliance, exotic plant species removal and environmental restoration; maintains planning and permitting related data in the County’s computer system. Performs other site inspections as required, or in response to citizen complaints. Maintains files and updates land management databases, prepares reports to document permit and site plan compliance. Maintains and updates environmental inspection reports. Experience with the review of environmental restoration plans preferred. Performs work related to this job description as required.

Knowledge and ability to interpret laws, ordinances and codes dealing with environmental regulations and requirements. Knowledge of inspection methods, practices and techniques pertaining to building, coastal construction, zoning, engineering and other inspection work; basic familiarity with environmental regulations and practices as applied to site planning and comprehensive planning, the collection of inspection data, and the preparation of compliance reports and studies in written form. Knowledge of South Florida natural areas and ecosystems with the ability to distinguish vegetative communities through aerial interpretation. Knowledge of Geographic Information Systems (GIS), Microsoft software, and web-based data systems (ACCELA). Knowledge and experience with AutoCad and GIS databases preferred. Ability to read and interpret site plans, surveys, construction permits and engineering plans. Ability to assemble data, prepare correspondence and reports and maintain records. Ability to present ideas and findings clearly and concisely in written and oral form. Ability to establish and maintain effective working relationships with staff, developers, division heads, outside agencies, and the general public. Ability to participate in a wide range of planning activities or studies and to analyze information and formulate substantive recommendations based upon such studies.

EDUCATION AND EXPERIENCE

Graduation from an accredited college or university with a Bachelor’s Degree in Environmental Science, Biology, Ecology, Urban Planning, Urban Design, Engineering, Government, Law or a closely related field and two (2) years’ experience in the environmental field. Master’s Degree in Environmental Science, Government, Law, Engineering, Urban Design, Biology/Ecology, Urban Planning or closely related field preferred. Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
